Workgroup Updates
JANUARY WORKGORUP MEETING: January 28, 2025, 10-11:30 a.m.
Leadership & Self-Advocacy Fellowship Recipients Join Workgroups
Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on January 28, 2025. The Mom Advocacy Leader and Regional Representatives will rotate through workgroups each meeting as they provide valuable knowledge, perspectives, and insight while partnering with workgroup members to develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and support for mothers, children and families affected by substance misuse and mental and behavioral health challenges.
EDUCATION ACCESS & QUALITY
- Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields, as well as those with lived experience.
- Emphasized the need to focus training for judges, circuit managers, juvenile officers, attorneys, and case managers. GALS, CASA volunteers, family support teams, etc.
- Identified available resources, including Center for Addiction Recovery Support, SAMHSA training and TA, PAMR, Yes New Mexico, and UMSL/MIMH.
- Identified additional audiences and sources for MAT training and awareness, including MO Credentialing Board, Mother and Infants ECHO, Prison Nursery Program, Children’s Division, and CASA.
- Emphasized the need to identify champions/contacts in family court and drug court systems.
- Will continue to identify available training for family court and family treatment court judges and other personnel.
- Will continue to discuss whether to start with court personnel and then incorporate family support team members or to address both.
- Will begin to summarize current programs, resources, and supports, available MAT trainings, and compile information to identify valuable resources and key contributors.
HEALTH CARE ACCESS & QUALITY
- Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of educational resources and tools for providers, and increased provider education.
- Lived experience emphasized that screening earlier on in pregnancy could prevent issues that arise after the baby’s birth and could assist in accessing intervention and treatment services sooner.
- Emphasized the importance of informed consent in any screening process, to avoid distrust and ensure patients understand the risks and benefits.
- Discussed barriers and legal issues that could occur as well as ways to increase trust between healthcare providers and pregnant or postpartum individuals.
- Members provided alternatives such as self-screening and providing patient resources such as treatment, counseling, and more. Discussed a method of screening that does not involve the provider, using a handout with a screening tool and a direct phone number for help.
- Emphasized the need for provider awareness and training on the availability of resources and supports that are available and support legal rights, intervention, and treatment and would support implementing screening processes. This overlaps with the Social & Community Context’s emphasis on the need for a centralized resource hub to identify needed resources and supports.
SOCIAL & COMMUNITY CONTEXT
- Aim to improve and further integrate Doula care within the community care process and throughout the perinatal and postpartum care period, including in the provision of social support and parent education.
- Emphasized the need for a centralized resource hub to access resources and support for mothers affected by substance misuse and mental and behavioral health living in Missouri.
- Discussed barriers and challenges to providing services and resources to undocumented individuals.
- Members emphasized the importance of increasing provider awareness of available resources and supports.
- Discussed the need to locate funding sources for action plans and recommendations.
SYSTEM CAPACITY & LEGISLATIVE POLICY
- Aim to develop and distribute a public service announcement (PSA) campaign related to knowledge of legal rights and services for patients.
- Discussed the development of education materials for mothers affected by substance use disorder and mental health challenges, with a focus on legal rights and available services.
- Identified areas of legal support for the development of tools and public service campaigns, including incorporating recorded testimonials from lived experience.
- Emphasized the importance of trauma-informed approaches to delivering resources and support and the need for advocates like peer support specialists who can advocate for mothers in these situations.
- Emphasized the need for a list of resources focusing on healthcare, social care, and legal aid services. This overlaps with the Social & Community Context’s emphasis on the need for a centralized resource hub to identify needed resources and supports.
- The group will continue to identify existing resources and education focusing on legal rights around SUD and ways to incorporate advocacy campaigns to highlight lived experience testimonials.
The next workgroup meeting will be held on February 25, 2025, from 10-11:30 a.m., and will focus on identifying contributors.
- Determine what people and sectors of the community and system should be included.
- Assess existing resources.
- Develop a plan for reaching out to identified contributors.

NAMI Missouri’s Youth Ambassador Mental Health Scholarship Program is accepting applications January 1, 2025 through March 28, 2025!
NAMI Missouri will award $1,000 scholarships to TWO Missouri high school seniors who demonstrate an understanding of the significant role mental health plays in our everyday lives.
Students are to write a 500 word essay on what mental health means to them and may also upload a video with their application.

Become A Certified Peer Specialist!
What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.
The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.
In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both. However, there is not a time frame of recovery specified or required.

MO PQC, in coordination with co-sponsors, announceS attendance stipends for 2025 Maternal health convening
MO PQC, in coordination with our co-sponsors, is excited to announce that attendance stipends are available for the 2025 Maternal and Infant Health Convening on Tuesday, March 4, and Wednesday, March 5.
We are offering cash stipends for as much as $300 per person, in addition to one night’s lodging. Stipends may be used to cover any expenses related to your attendance at the convening, such as travel/mileage, meals beyond those provided at the event, missed wages or child care. We kindly ask that hotel rooms be requested only by those who must travel from outside the St. Louis metropolitan area.
Registration is required to apply for a stipend. If you have not already done so, register before submitting the stipend application. Stipend applications are due by Friday, Feb. 14.

Meeting Health-Related Social Needs through Medicaid

Medicaid agencies nationwide are increasingly addressing individuals’ health-related social needs (HRSN) to enhance health and well-being, reduce disparities, and lower health care costs.
This resource center highlights promising HRSN program design and implementation considerations for state Medicaid agencies and their partners. It offers practical tools and state-specific examples from CHCS’ work nationally to help bridge the gap between health and social care with an aim to improve health outcomes and advance health equity for Medicaid members.
Addressing HRSN through Medicaid is an evolving practice. As new innovations and best-practices emerge, this resource center will grow and incorporate additional resources.
Community Member Engagement Resource Center
Center for Health Care Strategies
Engaging directly with people served by Medicaid helps inform more effective policy and program design, resulting in higher quality, more equitable care. Medicaid stakeholders at the federal, state, and local levels increasingly recognize that Medicaid members should be part of the decision-making processes behind the care they receive. As such, state agencies, managed care organizations, and health care providers need information on how to best partner with community members.
This resource center offers practical guidance to help Medicaid stakeholders, including community-based organizations, engage community members in policy and program design development, especially as a means of increasing health equity. It describes the critical value of community member engagement and what it looks like in practice. It features best practices as well as examples of an array of successful community engagement strategies — from informal channels to structured governing bodies like community advisory committees. This resource center includes CHCS-developed resources as well as select external resources.
Community engagement is an evolving practice. As it grows, this resource center will grow with it to incorporate new findings and resources.
Child Health Transformation Resource Center

Child health care is so much more than medical care. Experts in the pediatric field are increasingly expanding their preventive care focus and acknowledging the connections between children, families, communities, and the systems they interact with regularly. The child health care field also calls for advancing greater equity and dignity in care delivery, particularly for those most impacted by structural racism.
This resource center, developed by the Center for Health Care Strategies with support from the Robert Wood Johnson Foundation, offers tools for providers, community partners, family and patient leaders, policymakers, and others to rethink child health care through three key strategies:
Mobile Crisis Teams for Adults with Complex Needs: Evidence Round Up
Adult-focused mobile crisis teams are interdisciplinary teams of health care workers who support individuals experiencing behavioral health crises in their homes or other community-based locations. These teams de-escalate behavioral health crises and connect individuals to other health services. Mobile crisis teams are distinct from crisis intervention approaches that involve law enforcement. They are a core component of a comprehensive behavioral health crisis system, which also includes regional crisis call centers and crisis stabilization programs.
Families as Partners: Transforming Child Health Care Together
By effectively partnering with families, health care providers and policymakers can drive health care transformation, fostering more family-centered, holistic, and equitable care across the lifespan. Through such partnerships, families and youth can share the challenges they encounter when navigating often fragmented health care systems. This feedback is crucial to better support the health and well-being of the 37 million children and youth in the U.S. served by Medicaid and the Children’s Health Insurance Program, as well as the 14 million children and youth with special health care needs who often require more specialized services to thrive. Health care providers and policymakers, including Medicaid agencies, can learn from — and co-create solutions with — families and youth to enhance family-centered care at both the individual care and systems levels, prioritizing families’ needs, community supports, expertise, preferences, and values.

Missouri tobacco quit services
The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.
The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process
The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral.
The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.
What’s the value of implementing an eReferral system?
Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.
- eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
- In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations Can Refer Too!
Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The online and fax referral forms allow these entities to send referrals, which prompts the Quitline to contact the individual directly. Complete all sections of the referral forms, including individual information, and acknowledge this is from a “Not HIPAA Covered Entity”. Understand that Missouri Tobacco Quit Services will NOT fax a follow-up referral report back to your office because of HIPAA restrictions.

ON DEMAND: 42 CFR Part 8 Regulation Video Series – Snapshots for Implementation
SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.
This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.
These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Teen Depression
National Institute of Mental Health
Depression can affect teenagers and adults differently. Teens with depression may get into trouble at school, sulk, be easily frustrated‚ feel restless, make negative comments about themselves, sleep too much, or have changes in appetite. Depression often co-occurs with other mental disorders, such as anxiety, eating disorders, attention-deficit/hyperactivity disorder, or substance use disorder.
The National Institute of Mental Health (NIMH) is funding and conducting research to learn more about depression in teens, how it affects the brain, and how to treat it effectively.
