FEBRUARY WORKGORUP MEETING: February 25, 2025, 10-11:30 a.m.

Leadership & Self-Advocacy Fellowship Recipients Join Workgroups

Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on February 25, 2025. The Mom Advocacy Leader and Regional Representatives will rotate through workgroups each meeting as they provide valuable knowledge, perspectives, and insight while partnering with workgroup members to develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and support for mothers, children and families affected by substance misuse and mental and behavioral health challenges.

EDUCATION ACCESS & QUALITY

• Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields, as well as those with lived experience.
  • Discussed key contributors, compiling a list of key people within systems, organizations, and agencies to contact. 
  • Identified segments of the identified systems to target education and training and committed to making contacts within these segments who could contribute current trainings and resources. 
  • Discussed utilizing available pieces of trainings and resources to fill the gaps that they feel exist around medication-assisted treatment (MAT). 
  • The group will continue to identify available trainings, resources, and identify key contributors who could participate and contribute to this process.

HEALTH CARE ACCESS & QUALITY

• Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of educational resources and tools for providers, and increased provider education.
  • Focused on identifying available resources and key contributors. They also discussed methods of raising awareness of universal screening and any new or revised methods that are developed or recommended throughout this process. 
  • Voiced the benefits of feedback provided by the voices of lived experience partnering in the Workgroup (Brittany Estes, Heather Reams), and how it provided insight and perspective into things the group had not previously thought about, didn’t know, or didn’t understand. 
  • Lived experience (Brittany Estes, Heather Reams) shed light on the fear that universal screening or screening in general can induce, due to the fear of having your children removed, which results in many individuals in this situation not wanting to speak up or seek help. 
  • Lived Experience (Brittany Estes) also shared the fear of seeking treatment and how even when seeking treatment during pregnancy it can be held against you. She shed light on her personal experience of being in treatment during her pregnancy and still being in question, due to the stigma and bias being placed on individuals who receive medication-assisted treatment (MAT), and the thoughts that this is a substitute for substance use. Her use of MAT as a form of recovery during pregnancy was ultimately held against her, even though it was prescribed by a physician, and she ultimately lost custody of her child after giving birth. Brittany feels that screening should not induce fear but provide help, and that more education on universal screening as a form of help and not punishment should be done, as well as the integration of peer advocates in this process, including more education on MAT as a form of recovery and prescribed medication no matter whether before, during, or after birth. 
  • Lived experience (Heather Reams) also echoed that peer support and advocates should be involved in this process and help women that run into these issues. 
  • Identified and compiled a running list of resources and will continue to identify key contributors who could participate and contribute to this process

SOCIAL & COMMUNITY CONTEXT

• Aim to improve and further integrate Doula care within the community care process and throughout the perinatal and postpartum care period, including in the provision of social support and parent education.
  • The February 25, Social & Community Context meeting will be rescheduled for a later date. Your chair will reach out shortly to reschedule today’s meeting for a time within the next week or two. SYSTEM CAPACITY & LEGISLATIVE POLICY

• Aim to develop and distribute a public service announcement (PSA) campaign related to knowledge of legal rights and services for patients.
  • Discussed a 2-pronged approach to educate both parents and providers, focusing on destigmatizing substance use, and increasing education and awareness of legal rights. 
  • Identified peer support specialist and peer advocates as great resources for families to help understand legal rights, especially during the prenatal period. 
  • Identified areas outside of peer support specialist and peer advocate, such as trauma-informed and culturally competent approach to care, as ways to engage with moms and families. 
  • Identified home visitors as great resources, emphasizing that families working with home visitor programs and agencies are receiving education and are engaged prenatally and fully understand their rights and the legal process. 
  • Emphasized the need for full transparency and building trusting relationships, identifying lack of trust and transparency as a barrier when it comes to receiving information and the importance of accurate information. 
  • Discussed strategies to destigmatize substance use and substance use disorder and increase education and awareness around the issue. 
  • Emphasized the importance of making sure mothers and families are aware of their legal rights as a focus for the group, as they continue to refine their objectives and identify resources and key contributors who could participate and contribute to this process

SYSTEM UPDATES

UMKC-Institute for Human Development’s Maternal and Child Health Team Attends 2025 Maternal Health Convening

The Maternal and Child Health Team at the UMKC-Institute for Human Development recently attended the 2025 Maternal Health Convening, a statewide event aimed at improving maternal and infant health across Missouri. The convening, hosted in partnership by the Missouri Hospital Association (MHA), the Department of Health and Senior Services (DHSS), the Uplift Connection, and the Missouri Foundation for Health (MFH), gathered stakeholders to share resources and collaborate on solutions.

Bryce Starr, Project Coordinator for the Missouri Maternal Health Action Network, facilitated a discussion with mothers with lived experience from the Moms’ Advocacy Network. The session ‘Empowering Missouri Mothers’ focused on tackling substance use stigma to improve health equity and care when accessing, navigating, and receiving health services and supports during pregnancy, after giving birth, and during recovery. Participants identified key action items to ensure healthcare and community health professionals provide trauma-informed, stigma-free care to families impacted by these challenges. The discussion highlighted the importance of empathy, education, and community support to improve care for mothers and families affected by substance use and behavioral health challenges.

The Missouri Maternal Health Action Network maintains its commitment to improving health equity and behavioral health outcomes, ensuring that Missouri’s mothers and families have the support and resources they need.

Webster county mobile health unit

Every second Thursday the Webster County Mobile Health Unit heads back south to visit their friends in City of Seymour Missouri. Their mobile public health team will be on the square from 9-10 and then moving to the senior housing complex until 11.

In addition to Seymour, their team routinely provides outreach services in Niangua, Elkland, Rogersville, Diggins, and Fordland. Stop by and visit them when they are in your community, or at the Marshfield Clinic.

FREE Substance Use & Psychosis training

Early Psychosis Care Center

This free, 1.5-hour training will provide an overview of the symptoms of psychosis, review the interplay between psychosis and substance use, discuss the differences between primary psychotic disorders vs. substance-induced psychosis vs. psychotic illness with comorbid substance use, highlight the association between cannabis use/misuse and psychosis risk, and briefly review intervention options for providers working with this complex presentation.

Continuing education provided for those who attend the registered session in full.

At the end of this workshop attendees will be able to:

• Define positive and negative symptoms of psychosis
• Describe the ways psychosis and substance use interact
• Implement methods to differentiate between a primary psychotic disorder and an adverse mental state secondary to substance use

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.

The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.

In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both.  However, there is not a time frame of recovery specified or required.

2025 Virtual CPS Training Schedule

There are now two options for upcoming CPS trainings: a 5-day schedule and a 4-day schedule.

• 5-day schedule: 8:00 a.m. to 3:00 p.m.
• 4-day schedule: 8:00 a.m. to 5:00 p.m.

Please make sure to check the details for each training session to see if it’s a 5-day or 4-day option. All sessions will be online.

Community Services LEage (CSL) opens drop-in center to support unsheltered neighbors

Since mid-2023, CSL has been working to bring a drop-in center to Eastern Jackson County. Drop-in centers are specifically designed to be places for the unsheltered to access services for their unique needs. The goal of CSL’s Eastern Jackson County Drop-In Center is to help neighbors start a path towards permanent housing. That path almost always involves a coach; someone to guide and support along a journey to permanent housing.

CSL has two full-time coaches dedicated to staffing the Drop-In Center, which is located at Good Shepherd Community of Christ at 4341 Blue Ridge Boulevard, Kansas City, MO 64133. Our work is amplified by four street outreach staff, along with dozens of amazing volunteers from Good Shepherd! The Drop-In Center opened just in time to serve as a warming center during the harsh February weather. Donors helped CSL provide warming center services, along with overnight shelter.

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.

The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process

The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral. 

The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.

What’s the value of implementing an eReferral system?

Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.

• eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
• In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The Missouri Ask. Listen. Refer. (MOALR) suicide prevention training program is designed to help Missouri residents prevent suicide by teaching how to:

The program takes about 30 minutes to complete.

SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.

This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.

These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.
