MARCH WORKGORUP MEETING: March 18, 2025, 10:00 -11:30 a.m.
Leadership & Self-Advocacy Fellowship Recipients Join Workgroups
Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on March 18, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.
EDUCATION ACCESS & QUALITY
- Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields, as well as those with lived experience.
- The group focused on providing information about medication-assisted treatment to court professionals, addressing gaps in knowledge and stigma.
HEALTH CARE ACCESS & QUALITY
- Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of educational resources and tools for providers, and increased provider education.
- The group focused on developing a self-screening assessment for universal screening aimed at promoting trust in the screening process, emphasizing that current barriers to screening discourage mothers from seeking help or treatment during the perinatal or postpartum period, especially when conducted in the clinical setting.
- Emphasized self-screening as a pathway for individuals affected to seek help and treatment services and supports without fear of disclosing, encountering stigma and discrimination, or fear of losing custody or punitive actions.
- Lived experience shared fears associated with screening in the clinical setting, emphasizing that screening is typically associated with custody loss and/or mandated reporting.
- Lived experience emphasized that mandated reporting resulting in an open case, creates a loss of trust in screening and the healthcare professional/clinical setting. Disclosing substance use with a medical professional is not viewed as a source of help or way to seek treatment while pregnant or after giving birth, as this typically results in mandated reporting or an open case and loss of custody even if the mother begins treatment and stays substance free for the remainder of the pregnancy or is currently on treatment such as MAT.
- Discussed integrating peer support into the screening process, connecting individuals to peer support specialist/advocates to provide specialized support during the recovery process, advocate for the mother, and provide peer-to-peer support based on similar backgrounds and shared lived experiences.
- Lived experience shared that self-screening could connect mothers to a resource center with a peer who can help them through the recovery process without additional fear of being reported, adding that this would have been beneficial during their own experiences and that they would have been more likely to have sought help and/or treatment if that option was available.
- Lived experience emphasized that the support of a peer would have been a beneficial during recovery, and helped them in understanding their legal rights, what to expect throughout their pregnancy while in recovery, how to seek a physician after becoming substance free, and learning about other resources and supports that would have been beneficial during this time.
- Emphasized that the self-screening should be available in various modalities/formats and provided as a resource to be shared by healthcare and community professionals working in hospitals, medical centers, clinics, substance use treatment centers, doula organizations, home visiting nurse organizations, prevention resource centers, mobile clinics, school nurses, libraries, churches, community centers, 12-step or peer support groups, police stations, court systems, and more.
- Discussed evidence-based and available self-screening that is currently utilized (TAPS I and TAPS II) and what could be used within the tool, and how to include the resource/referral number for individuals to call and connect with a center/organization who can then assign a peer support specialist/advocate with lived experience (statewide, regional, or community-based) who is able to work with the mom to locate recovery services and support, and discuss additional information such as legal rights, what risks are there or losing custody, what is a mandated reporter, etc. (DMH, EPICC, Missouri 988, etc.)
- Discussed developing an initiative or campaign to help launch and promote the self-screening tool statewide as well as associated education on self-screening for healthcare and community health professionals (including doulas, CPS, CHW, and more).
- The group will continue current conversations and continue to identify key contributors and potential resources to assist in establishing the self-screening resource, including statewide/national organizations (Missouri 988, FindTreatment.gov, Prevention Resource Centers, Regional Crisis/Recovery Centers) that could partner to receive positive self-screening calls and connect to peer support/peer advocates.
SOCIAL & COMMUNITY CONTEXT
- Aim to improve and further integrate Doula care within the community care process and throughout the perinatal and postpartum care period, including in the provision of social support and parent education.
- The group explored using a mother-centered platform to provide resources and support during the postpartum period.
- The group will explore how the platform connects with existing referral networks and state-level initiatives.
SYSTEM CAPACITY & LEGISLATIVE POLICY
- Aim to develop and distribute a public service announcement (PSA) campaign related to knowledge of legal rights and services for patients.
- The group worked on identifying contributors and potential audiences for their public service announcement.
The next workgroup meeting will be held on Tuesday, April 22, 2025, from 10:00 – 11:30 a.m., and will focus on key systems.
- Identifying and listing sectors and systems to be involved in the action plan.
- Assessing system interconnections – identifying potential synergies and collaborative opportunities.

About NSDUH
The National Survey on Drug Use and Health (NSDUH), conducted annually by the Substance Abuse and Mental Health Services Administration (SAMHSA), provides nationally representative data on the use of tobacco, alcohol, and drugs; substance use disorders; mental health issues; and receipt of substance use and mental health treatment among the civilian, noninstitutionalized population aged 12 or older in the United States. NSDUH estimates allow researchers, clinicians, policymakers, and the general public to better understand and improve the nation’s behavioral health.
Substance use topics covered include lifetime, past-year, and past-month use; age at first use; substance use treatment history; perceived need for treatment; and substance use disorders. Mental health topics include major depressive episodes; suicidal ideation and attempts; general mental illness; and use of mental health care. Respondents are asked about problems resulting from the use of drugs, their perceptions of risks and about some potential risk and protective factors, such as conflict with parents or participation in drug prevention programs.
Gold-standard maternal mortality database in limbo as CDC staff placed on leave
As part of the sweeping layoffs that rocked the Department of Health and Human Services on Tuesday, the entire staff that oversaw an annual survey to better understand infant and maternal health — and that was considered the gold standard in the field — was placed on administrative leave.
The future of the program was unclear. As part of its reorganization, HHS has said it will shift some units and even create an entirely new agency, the Administration for a Healthy America.

budget
The House perfected and third read the budget this week. The conversation on Tuesday during perfection lasted less than 6 hours.
Rep. Hein proposed Amendment 3 to HB 2, requiring the state to pay subsidy rates based on enrollment and not attendance. Opponents said this was too expensive, and they were concerned that the OOC would not be able to roll out this change smoothly in July. Proponents pointed out that child care facilities have closed, and families, including foster families, have been left without care. They reminded opponents that the Governor spoke about the importance of payment on enrollment and prospective payments in the State of the State address. The House voted against this amendment by a vote of 50-89.
Neither the governor nor the House budget committee fully funded the Foundation Formula. Fully funding the formula would have required increasing the State Adequacy Target (SAT), the amount a district receives for per pupil, from $6760 to $7145. Rep. Steinhoff proposed Amendment 4 to HB 2, increasing the SAT by $10/student. Her amendment did not increase funding in the budget but gave DESE the spending authority to increase the SAT if money is left over. The House voted against the amendment by a vote of 46-106.
Rep. Hausman’s Amendment 4 to HB 10 passed, which adds language relating to the creation of a doula registration process. The budget already included the funding of $100,000 to create the registry, but the amendment added clarification. As amended, it requires “the construction and maintenance of a statewide registry of doulas who are trained and who, during the course of pregnancy provides physical and emotional support, and further provided that during labor and childbirth also provides emotional and informational support to pregnant women.” This language is similar to legislation filed by Rep. Hausman and Rep. Bosley.
Rep. Fogle proposed eliminating the $50 million of general revenue that Governor Kehoe added to the MO Scholars program, a program that provides tax credits for contributions to Educational Assistance Organizations that award scholarships for public school students to attend private schools. Fogle’s amendment was voted down by a vote of 48-90.
The House third read and passed a $47.9 budget. The budget bills will now head to the Senate, where Senate appropriations will begin working on amendments. Appropriations Chair Senator Lincoln Hough indicated on the Senate floor during debate on a tax bill that he intends to fully fund the Foundation Formula and the child care subsidy recommendations from the Governor.

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.
The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.
In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both. However, there is not a time frame of recovery specified or required.

National Fentanyl Awareness Day is a day of action where hundreds of businesses, nonprofit organizations, schools, and government offices work together to protect Americans from the deadly threat of illicit fentanyl and counterfeit prescription pills.

A National Institute on Drug Abuse (NIH) supported clinical trial shows AI tool as effective as healthcare providers in generating referrals to addiction specialists

An artificial intelligence (AI)-driven screening tool, developed by a National Institutes of Health (NIH)-funded research team, successfully identified hospitalized adults at risk for opioid use disorder and recommended referral to inpatient addiction specialists. The AI-based method was just as effective as a health provider-only approach in initiating addiction specialist consultations and recommending monitoring of opioid withdrawal. Compared to patients who received provider-initiated consultations, patients with AI screening had 47% lower odds of being readmitted to the hospital within 30 days after their initial discharge. This reduction in readmissions translated to a total of nearly $109,000 in estimated healthcare savings during the study period.

Published in Nature Medicine, reports the results of a completed clinical trial, demonstrating AI’s potential to affect patient outcomes in real-world healthcare settings. The study suggests investment in AI may be a promising strategy specifically for healthcare systems seeking to increase access to addiction treatment while improving efficiencies and saving costs.
“Addiction care remains heavily underprioritized and can be easily overlooked, especially in overwhelmed hospital settings where it can be challenging to incorporate resource-intensive procedures such as screening,” said Nora D. Volkow, M.D., director of NIH’s National Institute on Drug Abuse (NIDA). “AI has the potential to strengthen implementation of addiction treatment while optimizing hospital workflow and reducing healthcare costs.”

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.
The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process
The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral.
The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.
What’s the value of implementing an eReferral system?
Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.
- eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
- In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. Understand that Missouri Tobacco Quit Services will NOT fax a follow-up referral report back to your office because of HIPAA restrictions.

Missouri Ask. Listen. Refer. is a brief suicide prevention training designed for all Missourians.
It is funded in whole by a grant from the Missouri Department of Mental Health and supported in partnership with the Missouri Suicide Prevention Network.
The Missouri Ask. Listen. Refer. (MOALR) suicide prevention training program is designed to help Missouri residents prevent suicide by teaching how to:
- Identify people at risk for suicide,
- Recognize the risk factors, protective factors, and warning signs of suicide, and
- Respond to and get help for people at risk
The program takes about 30 minutes to complete.

ON DEMAND: 42 CFR Part 8 Regulation Video Series – Snapshots for Implementation
SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.
This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.
These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Christina bohn memorial 5k for pmdd awareness 2025
The Christina Bohn Foundation was created to advocate for women suffering from Premenstrual Dysphoric Disorder (PMDD) and Premenstrual Exacerbation (PME). Through increased awareness and education, we hope women will receive an accurate and more timely diagnosis. We also hope our efforts will prevent deaths by suicide related to having PMDD
