Workgroup Updates


Seven (7) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on April 22, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.


  • Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields, as well as those with lived experience.
    • Reviewed progress since last meeting and any external meetings with partners or organizations (Missouri Appleseed, UMKC Law, Private Lawyers/Legal Agencies, etc.,).
    • Continuing to develop training elements for MAT and child custody laws and identifying gaps in current training provided within the state of Missouri.
    • Will focus on the interconnections among the systems, and they can be leveraged.

  • Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of educational resources and tools for providers, and increased provider education.
    • Refined their objective on self-screening tools for pregnant and postpartum women (100% of pregnant and postpartum women will receive a self-screening tool at least once by a healthcare provider or community health care professional for substance use disorder).
    • Explored various systems, sectors, and health professionals (LPHAs, home visiting programs, substance use treatment centers and clinics, doulas/midwives, peer supports, drug and alcohol counselors, and more) as target population for dissemination and collaboration of the self-assessment screening resource/tool.
    • Identified potential locations and ways to disseminate and share screening as part of a promotional campaign and to achieve the newly refined objective

  • Aim to improve and further integrate Doula care within the community care process and throughout the perinatal and postpartum care period, including in the provision of social support and parent education.
    • RESCHEDULED: Meeting will be rescheduled for later date.

  • Aim to develop and distribute a public service announcement (PSA) campaign related to knowledge of legal rights and services for patients.
    • Discussed key contributors identified in the previous workgroup meeting (March 18, 2025) and created strategy for outreach and communication.
    • Identified statewide departments (DMH, DSS, MHA, MPCA, MRHA, etc.,) to collaborate and establish relationships and partner with.
    • Identified Vantage Group Legal Services as a potential partner for their valuable legal expertise regarding developing one-pagers and information on parent’s rights during CPS investigations. Will reach out as part of outreach and communication strategy.
    • Will begin reaching out to identified key contributors including state departments, associations, and local organizations.
    • Will begin to identify moms and peer advocates willing to share their lived experiences and testimonials.

The next workgroup meeting will be held on Tuesday, May 20, 2025, from 10:00 – 11:30 a.m., and will focus on resource assessments.

  • Determining additional resources needed.

Southeast Prevention Resource Center is conducting an anonymous “county readiness survey”

The Southeast Prevention Resource Center is conducting an anonymous “county readiness survey” for the Ste. Genevieve, Madison, Perry, Bollinger, Cape Girardeau, and Scott counties through May 17th.

A “county readiness survey” assesses a county’s preparedness to address a specific issue, like substance use, by evaluating community knowledge, resources, leadership, and climate, helping to inform strategies for effective action. The survey is anonymous, free, and open now through May 17th, 2025.

DESE launches first-ever Missouri Educator Job Board

DESE is excited to introduce the first-ever Missouri Educator Job Board! Through a pilot project funded by the U.S. Department of Education, the Educator Job Board is available at no cost to every teacher candidate and Missouri school district and charter school.

An interested candidate looking for a teaching job may search by type of teaching position, by location of school, and even by type of school anywhere in the state. The Missouri Educator Job Board aims to connect interested teacher candidates to schools with vacant positions more directly, more quickly, and more easily.

Children’s Division Training holds A Four-part Virtual Series

The Missouri Hospital Association (MHA), in partnership with the Missouri Department of Social Services – Children’s Division and the Missouri Perinatal Quality Collaborative is pleased to host a four-part training series from June 10 to July 22. The series will provide an overview and exploration of DSS Children’s Division’s distinct programs and processes, including the Primary Prevention program, Safety Unit, Temporary Alternative Placement Agreements, Alternative Care and more. Participants will learn about how the Children’s Division works in partnership with families, communities and the courts toward ensuring the safety and well-being of Missouri’s children. Interagency collaboration is critically important for child welfare, especially during crisis situations, and requires deep and sustained community partnerships.

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.

The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.

In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both.  However, there is not a time frame of recovery specified or required.

NPs, Midwives and Nurses: Partnering to Prevent FASDs release provide and tools to reduce alcohol-exposed pregnancies and improve population health

NPs, Midwives and Nurses: Partnering to Prevent FASDs is part of the Collaborative for Alcohol-Free Pregnancy and the FASD National Partner Network, a  group of national partners, medical societies, university centers, and a variety of practitioners from six health disciplines who work together to prevent FASDs and excessive drinking. 

The goal of the National Partner Network is to impact healthcare practice at the systems level and enhance FASD prevention opportunities nationally for women of reproductive  age and their support networks.

Our website is a collaboration of the National Association of Nurse Practitioners in Women’s Health (NPWH), the Association of Women’s Health, Obstetric, and Neonatal Nurses (AWHONN), and the University of Alaska Anchorage Center for Behavioral Health Research and Services (UAA CBHRS).

Society for Women’s Health Research (SWHR) release “Women & Sleep: A Guide for Better Health”

Though sleep is essential to health and wellbeing, the unique barriers faced by women in maintaining good sleep health are often misunderstood or overlooked.

Many biological, social, and environmental factors influence sleep, vary across the lifespan, and are impacted by sex and/or gender. The distinct social and environmental experiences of women and men likely contribute to sleep differences. Therefore, women and men may have the same sleep problems, but present with different symptoms creating a need for unique screening, diagnosis, and treatments for both women and men.

  • Types of sleep disorders, including sleep apnea, insomnia, restless legs syndrome, hypersomnia, shift work sleep-wake disorder, and parasomnias.
  • Impact of sleep disorders on health and well-being, such as heart disease, diabetes, mental health, cancer, pain, and cognitive decline.

Missouri tobacco quit services

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.

The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process

The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral. 

The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.

What’s the value of implementing an eReferral system?

Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.

  • eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
  • In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.

This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.

These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

This free, 1.5-hour training will provide an overview of the symptoms of psychosis, review the interplay between psychosis and substance use, discuss the differences between primary psychotic disorders vs. substance-induced psychosis vs. psychotic illness with comorbid substance use, highlight the association between cannabis use/misuse and psychosis risk, and briefly review intervention options for providers working with this complex presentation.

This is a family training, a gathering and a cultural remembering. A legacy restored for family birth worker, that existed in family lineages across the diaspora.

This 3-day, FREE, scholarship-based training is for those serious about rebuilding their family’s lineage of birth workers.
