WORKGORUP MEETING : May 20, 2025, 10:00 -11:30 a.m.
Leadership & Self-Advocacy Fellowship Recipients Join Workgroups
Seven (7) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on May 20, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.
EDUCATION ACCESS & QUALITY
- Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields, as well as those with lived experience.
- Reviewed progress from the last meeting, including updates from external meetings with current partners and external organizations, or potential collaborators (Missouri Appleseed, UMKC Law, Private Law, etc.,).
- Will continue to identify elements for MAT training and identify gaps in current training provided within the state of Missouri.
- Will focus on the interconnections among the systems and how they can be leveraged.
HEALTH CARE ACCESS & QUALITY
- Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of educational resources and tools for providers, and increased provider education.
- Discussed barriers to self-screening and treatment, including the need for education around substance use screening and treatment among the judicial system, as well as child welfare workers and judges.
- Identified available resources at the state and national level (The Uplift Connection’s SUD provider locater, SAMHSA’s www.findtreatment.gov, SUD grant funding for peer support, and more).
- Discussed modes of self-screening delivery such as QR codes, and types of screening such as TAPS I and TAPS II.
- Will continue to look at state and community partners and to define available resources and stakeholders.
- Will continue to identify partners in areas of telehealth, home visiting programs, doula agencies and foundations, peer support/specialist, nurse navigators, resource networks and more.
SOCIAL & COMMUNITY CONTEXT
- Aim to improve and further integrate Doula care within the community care process and throughout the perinatal and postpartum care period, including in the provision of social support and parent education.
- The group was facilitated by a member of the UMKC-IHD Leadership Team.
- Discussed the current workgroup focus and progress made since the last workgroup meeting.
- Received updates from workgroup members on current resource and referral platforms in Missouri and discussed emerging gaps, barriers, or insights group members had.
- The UMKC-IHD Project Team will provide additional TA.
SYSTEM CAPACITY & LEGISLATIVE POLICY
- Aim to develop and distribute a public service announcement (PSA) campaign related to knowledge of legal rights and services for patients.
- Reviewed their list of previously identified contributors, separating them into state and local contributors.
- Identified what coalitions and groups that already exist and are discussing these issues and potential solutions to be aware of current programs and available resources, and to bring awareness to resources that individuals may not be aware of.
- Focused on bringing awareness to the issues and taking a trauma-informed and preventative approach to addressing the issues the workgroup is focusing on.
- Discussed gaps at the local level and areas to focus on including collecting testimonials from lived experience and peer specialist, bringing in key contributors, and identifying coalitions to present their work too, and more.
The next workgroup meeting will be held on Tuesday, June 17, 2025, from 10:00 – 11:30 a.m., and will focus on potential barriers.

- Create a barrier mitigation plan.

MISSOURI DEPARTMENT OF HEALTH AND SENIOR SERVICES (DHSS) SOCIAL DRIVERS OF HEALTH DASHBOARD
The Department of Health and Senior Services Social Drivers of Health Dashboard is designed to leverage data to address health disparities in Missouri. This dashboard can be a resource for local public health agencies, community organizations, policymakers, and Missouri citizens. The dashboard intends to make data easily accessible to stakeholders and citizens so that all Missourians can achieve optimal health and safety in their communities for life.
MISSOURI SUN BUCKS PROGRAM NOW ACCEPTING APPLICATIONS
The Missouri Department of Social Services (DSS) announced today it is accepting applications for the second year of the U.S. Department of Agriculture’s Summer Electronic Benefits Transfer (S-EBT) Program, known as “Missouri SuN Bucks.”
Missouri SuN Bucks helps families buy food for their school-aged children during the summer months when school is not in session.
Missouri Department of Health and Senior Services Summer Food Service Program
The Missouri Department of Health and Senior Services Summer Food Service Program is designed to provide breakfast, lunch, suppers and/or snacks to children living in eligible areas during the summer months and during times of public emergencies, when children do not have access to free or reduced-price meals at school.
An online interactive map is provided to help families in Missouri find out where their children can receive free meals this summer. The map shows sites where children must sit and eat the meal, but the map also shows certain rural sites that are designated as non-congregate multi-day meal pick-up sites.
Community organizations serve the meals at schools, churches, parks, swimming pools, YMCA facilities, Boys and Girls Clubs, and other spots where children gather when school is not in session.
The meals are provided to all children who attend the meal service location. Children do not have to be registered and there is no fee to participate in the program.
The map and more information about the Summer Food Service Program can be found at health.mo.gov/sfsp/. For families without access to the internet, summer meal sites in the area can also be found by texting the phrase “Summer Meals” to (914) 342 – 7744.
Meals will be served to children ages 18 and under and individuals ages 18 to 21 who have been determined by a state or local educational agency to be mentally or physically disabled and who participate in an established school program for the mentally or physically disabled.
Funding for the Summer Food Service Program is provided by the U.S. Department of Agriculture.

Monthly calls start next Thursday at 1 PM! We will kick the meeting off with an update on the extraordinary session, and Heidi Lucas with the Missouri Rural Health Association will share the impact of the proposed Medicaid cuts in rural Missouri.

Children’s Division Training holds A Four-part Virtual Series
The Missouri Hospital Association (MHA), in partnership with the Missouri Department of Social Services – Children’s Division and the Missouri Perinatal Quality Collaborative is pleased to host a four-part training series from June 10 to July 22. The series will provide an overview and exploration of DSS Children’s Division’s distinct programs and processes, including the Primary Prevention program, Safety Unit, Temporary Alternative Placement Agreements, Alternative Care and more. Participants will learn about how the Children’s Division works in partnership with families, communities and the courts toward ensuring the safety and well-being of Missouri’s children. Interagency collaboration is critically important for child welfare, especially during crisis situations, and requires deep and sustained community partnerships.

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.
The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.
In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both. However, there is not a time frame of recovery specified or required.

American Heart Association: new research study may give providers insight at women’s risk of developing high blood pressure after pregnancy
A new research study suggests that blood pressure changes during the first 20 weeks of pregnancy–called blood pressure trajectories–may give providers a peek at a women’s risk of developing high blood pressure years after pregnancy.
By looking at almost 175,000 pregnancies, researchers found six distinct blood pressure trajectories from the beginning of pregnancy through 20 weeks’ gestation. These early blood pressure patterns show how a woman’s body is adjusting to the changes of pregnancy.
A woman’s pattern of blood pressure changes early in pregnancy may help predict if she’ll get high blood pressure later—up to 14 years after giving birth.
Based on how blood pressure changed during the first half of pregnancy, women who had patterns with the highest starting blood pressure & the most increasing blood pressure had a high risk of high blood pressure after pregnancy. In contrast, women who had lower starting blood pressure or a pattern of decreasing blood pressure had a lower risk of high blood pressure after pregnancy.

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.
The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process
The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral.
The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.
What’s the value of implementing an eReferral system?
Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.
- eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
- In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The online and fax referral forms allow these entities to send referrals, which prompts the Quitline to contact the individual directly. Complete all sections of the referral forms, including individual information, and acknowledge this is from a “Not HIPAA Covered Entity”. Understand that Missouri Tobacco Quit Services will NOT fax a follow-up referral report back to your office because of HIPAA restrictions.

The Missouri Ask. Listen. Refer. (MOALR) suicide prevention training program is designed to help Missouri residents prevent suicide by teaching how to:
- Identify people at risk for suicide,
- Recognize the risk factors, protective factors, and warning signs of suicide, and
- Respond to and get help for people at risk
The program takes about 30 minutes to complete.

ON DEMAND: 42 CFR Part 8 Regulation Video Series – Snapshots for Implementation
SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.
This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.
These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Early Psychosis Care Center

This free, 1.5-hour training will provide an overview of the symptoms of psychosis, review the interplay between psychosis and substance use, discuss the differences between primary psychotic disorders vs. substance-induced psychosis vs. psychotic illness with comorbid substance use, highlight the association between cannabis use/misuse and psychosis risk, and briefly review intervention options for providers working with this complex presentation.
