Workgroup Updates


Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on June 17, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.


  • Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields (family court and judicial system), as well as those with lived experience.
    • The Network/Education Access & Quality workgroup is in the planning stages for the development of a CLE training anticipated for March 2026. The training will focus on medication-
    • assisted treatment (MAT) among legal personnel, child welfare, and the court system. The first planning meeting is set for late July.
    • The group reviewed the preliminary draft of topic ideas provided by the partnering organization, identified gaps within the topics, and provided feedback based on insights from lived experience and information gathered throughout the fiscal year and meetings with stakeholders.
    • Brittany Estes, a certified peer specialist (CPS) and a mother with lived experience participating in the year-long Moms’ Advocacy Network Fellowship, will partner as a voice of lived experience during training development planning calls.
    • The group will continue to review the proposed topic list, provide feedback, and compile a list of proposed topics to share during the July planning meeting. The workgroup encourages feedback from other groups on relevant legal training topics.

  • Aim to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of self-screening tool that connects mothers to needed resources and supports without fear of disclosing or asking for help.
    • The group discussed strategies for improving substance use treatment access for pregnant and postpartum women, focusing on self-screening tools and overcoming barriers like lack of knowledge about prevention resources, within specific systems and their staff, and the judicial systems.
    • Highlighted the barriers and unknowns to legal and logistical challenges, such as accessing telehealth options and stigma relating to substance use treatment.
    • Discussed telehealth options for individuals who conduct self-screening for substance use disorders. The group will explore if resources like PSI, SAMHSA, and the Missouri Department of Mental Health provider directories and treatment options list telehealth options for substance use disorders.
    • The group will connect with potential collaborators such as EPICC, MBHC, DMH Prevention Resource Center(s), ParentLink WarmLine, and more. The UMKC-IHD Project Team will assist in establishing these connections and coordinating/facilitating meetings.

  • Aim to improve community care process throughout the perinatal and postpartum care period, including the provision of social support, available resources and supports, and parent education.
    • The group discussed establishing a framework that integrates and bridges doula care from the community to the clinical setting, expanding previous work efforts established by the Missouri PQC and filling gaps within community care and highlighted the importance of the doula’s role.
    • The group discussed the role doulas can have in providing education, resource distribution, and providing recommendations to support pregnant and postpartum women, including expanding doula services within the community, which can improve health care access and access to resources and supports.
    • The UMKC-IHD Project Team will research existing statewide infrastructure grants to help advance these efforts. The team will also continue to provide additional technical assistance (TA).

  • Aim to develop and distribute public service announcements (PSA) related to the knowledge of legal rights and services for mothers and families affected by substance use and mental and behavioral health challenges. Includes the development of tools and resources from the lived experience perspective to empower mothers and families to engage in health-related decision-making processes and navigate needed services and supports.
    • Discussed the PSA campaign, addressing barriers such as apathy and stigma, and plans to incorporate lived experience voices.
    • The group also discussed barriers to PSA campaigns, such as funding needed to compensate for testimonials, and how to involve lived experience while compensating for time and dedication.
    • The group also discussed the importance of highlighting a variety of voices and experiences.
    • Continuing to develop a public service announcement (PSA) campaign representing diverse lived experiences within the system.

The next workgroup meeting will be held on Tuesday, July 22, 2025, from 10:00 – 11:30 a.m., and will focus on recommendations.

  • Create clear, actionable recommendations based on the action plan. Do that for your short-term, intermediate, and long-term goals.

The Action Network has identified 5 Core Priority Areas affecting key stakeholders and strategic partners from establishing cross-system collaboration, delivery of support services, and access and navigation of support services by mothers affected by substance use and mental/behavioral health challenges.


Education Access and Quality: Aim to develop and implement a comprehensive medication-assisted treatment (MAT) training tailored for professionals in perinatal health and substance use disorder fields, including those working in family courts and the judicial system, as well as individuals with lived experience.

Environmental and Economic Circumstances: Objective to be decided by workgroup chair, co-chair, and members of the workgroup.

Health Care Access and Quality: Aim to improve substance use disorder (SUD) screening for pregnant and postpartum women through the development of a self-screening tool that connects mothers with peers who have lived experience, offering access to essential resources, support, and guidance without fear of judgment or punitive action from disclosing substance use.

Social and Community Context: Aim to strengthen the community care system, ensuring continuous support throughout the perinatal and postpartum periods, including social support, available resources and supports, and parent education.

System Capacity and Legislative Policy: Aim to create and disseminate public service announcements (PSAs) that increase awareness of legal rights and available services for mothers and families impacted by substance use as well as mental and behavioral health challenges. Will develop tools from the perspective of lived experience to empower mothers and families to engage in health-related decision making processes and navigate needed services and supports.

In 2023, the Moms’ Advocacy Network launched the Leadership & Self-Advocacy Academy to empower and support mothers affected by perinatal substance use/mental health through interactive training modules, capacity-building opportunities, and leadership opportunities.

The Leadership & Self-Advocacy Fellowship aims to:

  • Empower and support mothers affected by perinatal substance use and mental health.
  • Provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making.
  • Foster self-determination and self-advocacy skills for making changes in own life or family.
  • Enhance skills for engaging informally or formally with peers who are experiencing similar life experiences (peer support).
  • Develop self-advocacy and leadership skills, knowledge, and confidence for participating in organizational, systems, or policy-level change activities.
  • Provide resources and education needed to access and navigate support services.
  • Provide transformational education to improve behavioral health outcomes for mothers affected by perinatal substance use and mental health.
  • Create opportunities for fellows to receive leadership and self-advocacy training.

The Missouri Maternal Health Action Network engages mothers with lived experience from 5 regions located across the state of Missouri. From each region, we recruit 2 mothers with lived experience. The Moms’ Advocacy Network also welcomes back past fellows (Cohort 1, Cohort 2) to help mentor our newest cohort.

This program is designed to provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making. The program also aims to provide capacity-building and leadership opportunities to empower and support mothers with lived experience so they can feel confident sharing their stories and engaging with leaders at the state level to advance policies impacting mothers, children, and families affected by perinatal substance use and mental health.

Over 12 months (October 1, 2025 – September 30, 2026), our fellows will learn more about leadership and self-advocacy, personal values, effective communication, healthy relationships, and civic engagement. Fellows work alongside system leaders and serve in an advisory capacity to the Missouri Maternal Health Action Network. Participants develop their mission statement, set advocacy goals, and engage with decision-makers from around the state of Missouri. Fellows participate in the Leadership & Self-Advocacy Academy, as well as engage in Action Network meetings to identify and address barriers preventing mothers affected by perinatal substance use substance use and mental and behavioral health challenges from receiving needed services.

Mom Advocacy Representative

Mothers with lived experience, two from each region, from across the state of Missouri. These mothers voice their perspectives, share their knowledge and stories, and help in the recruitment of Advocacy Network members. The Mom Advocacy Representative serves a 1-year term commitment, serving for the duration of the 2025-2026 project fiscal year. Mom Advocacy Representatives are selected for the subsequent term during Quarter 4 of the current project fiscal year.

Includes regular virtual meetings, leadership and self-advocacy training sessions, bi-weekly check-ins, quarterly Action Network meetings, monthly workgroup meetings, and the Annual Summit (in-person). Travel will be covered if applicable.

The following is a breakdown of these meeting obligations for provider leaders:

  • 8 Leadership & Self-Advocacy Academy training sessions with the UMKC-IHD Leadership Team and Academy Alumni (virtual).
  • 12 monthly Action Network workgroup meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 3 quarterly Action Network meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 1 in-person Annual Summit
  • Bi-weekly check-ins with the UMKC-IHD Leadership Team and Academy Alumni.
  • Participate in regional and statewide activities (e.g., network meetings, family engagement events, capacity-building and leadership trainings and events, and more).

Mothers who participate in 100% of activities and commit to the yearlong program will receive a stipend as compensation for their time and will have their travel and expenses covered throughout the program.

Public Comment – Title V Maternal and Child Health Block Grant FFY 2026 Proposed Use of Funds

The Missouri Department of Health and Senior Services (DHSS) is soliciting public comment on the proposed use of Title V Maternal and Child Health (MCH) Services Block Grant funds for Federal Fiscal Year (FFY) 2026, covering the period starting October 1, 2025, and ending September 30, 2026.

TITLE V MATERNAL AND CHILD HEALTH SERVICES BLOCK GRANT
FFY 2026 PROPOSED USE OF FUNDS
(Released for Public Comment July 2025)

DEVELOPMENT OF APPLICATION
The Title V MCH Services Block Grant is administered by the Health Resources and Services Administration’s (HRSA) Maternal and Child Health Bureau (MCHB). In Missouri, DHSS is the designated state agency for the allocation and administration of Title V MCH Block Grant funds, and the Title V MCH Block Grant is managed by the MCH Leadership Team, located within the Division of Community and Public Health (DCPH). As part of the development of the annual application, public comment on the proposed use of funds is solicited from MCH stakeholders, community members, and other interested parties. The proposed plan for the use of block grant funds to improve the health status of women and children, including children with special health care needs (CSHCN), for FFY 2026 is included below.

TITLE V MCH SERVICES BLOCK GRANT FFY 2026-2030 PRIORITIES
HRSA/MCHB requires states to conduct a comprehensive statewide Needs Assessment every five years to identify the need for preventive and primary care services for pregnant women, mothers, infants, children, and CSHCN. Findings from the Five-Year Needs Assessment serve as the cornerstone for development of a five-year Title V MCH State Action Plan (SAP), based on the seven to 10 priorities selected for focused programmatic effort over the next five years. Every state is required to address and report on two Universal National Performance Measures (NPMs): Postpartum Visit – A) Percent of women who attended a postpartum checkup within 12 weeks after giving birth and B) Percent of women who attended a postpartum checkup and received recommended care components; and Percent of children with and without special health care needs, ages 0 through 17, who have a medical home. States must select a minimum of five NPMs, including the two Universal NPMs, with at least one NPM in each of the five population domains. States may select as many NPMs and State Performance Measures (SPMs) as necessary to address each identified priority need. Eight priorities were identified from the results of Missouri’s statewide 2025 MCH Needs Assessment, with 7 NPMs and 1 SPM selected and 8 overarching Core Values identified. Beyond the selected priorities, there is flexibility to implement initiatives not specified in the FFY 2026-2030 SAP to address additional MCH priorities and ongoing and emerging issues.

The Administration’s FY 2026 budget proposal recommends eliminating discretionary funding for the University Centers for Excellence in Developmental Disabilities (UCEDDs) and consolidating UCEDD activities under the Independent Living program, alongside four other distinct national disability programs. This would dismantle a trusted, longstanding network that provides critical research, training, and services to individuals with developmental disabilities and their families in every U.S. state and territory.

AUCD has launched an easy-to-use grassroots action tool that enables individuals, families, professionals, and allies to contact their Members of Congress and urge them to reject this harmful proposal and fully fund UCEDDs in FY 2026.

Healthy Start Funding at Risk – Voices Needed Now

As you may know, after years of pouring our hearts into helping moms, dads, and babies thrive, our Healthy Start program – part of the national initiative to end infant mortality – is now on the chopping block. And it’s not just us. 115 sites serving tens of thousands of families nationwide are at risk. Will you please take 2 minutes to email your Kansas Representative and ask them to protect Healthy Start? At this moment, Healthy Start is in jeopardy — but it is not defunded…yet. Congress has the power to correct course. Collective advocacy will be essential in the weeks ahead to defend the program’s legacy and future.

Healthy Start is a discretionary program within the U.S. Department of Health and Human Services (HHS) and receives its annual funding through the Labor, Health and Human Services, Education, and Related Agencies (LHHS) Appropriations Subcommittees in the House and Senate.

On May 10, 2025, the President released his FY2026 Budget, which proposed eliminating all funding for Healthy Start, citing it as duplicative. This follows similar language in the leaked internal HHS reorganization plan and budget.

As Congress works toward marking up and finalizing the FY2026 appropriations bill, we urge members to reject efforts to eliminate Healthy Start and continue funding at no less than $145 million to sustain the existing 115 programs nationally.

Launched in 1991, Healthy Start is a federally funded, community-driven program focused on improving birth outcomes and reducing disparities.

The United States has the highest infant mortality rate among high-income countries. Healthy Start serves 115 high-risk communities nationwide. All sites are located in areas with infant mortality rates at least 1.5 times higher than the national average. The program traditionally attracts bipartisan support and aligns closely with a pro-family agenda, emphasizing prevention, early intervention, and locally tailored solutions.

Healthy Start projects work to prevent infant deaths by:

  • Increasing access to prenatal and postpartum care
  • Screening and support for domestic violence and postpartum depression
  • Distributing safe sleep and infant health resources
  • Offering fatherhood support and parenting education
  • Addressing systemic drivers of poor birth outcomes through community improvement projects

The President’s proposal to eliminate Healthy Start would dismantle a program that has supported more than 85,000 families annually in historically underserved areas, reduced health disparities through evidence-based interventions and culturally tailored care, and leveraged community partnerships to improve perinatal outcomes.

Healthy Start’s integrated, whole-family model is not duplicative but complementary to other maternal-child health programs. It bridges clinical care, community services, and equity-centered strategies in ways that other block grants or Medicaid funding mechanisms do not.

Uniquely, Healthy Start reduces federal spending by preventing costly preterm births and infant deaths through early, targeted interventions in high-risk communities, lowering the need for expensive neonatal care, special education, and long-term disability support, which together cost the U.S. $12 billion annually.

Bothwell Regional Health Center responds to evolving health care landscape

In June, top-ranking U.S. senators asked the Cecil G. Sheps Center for Health Services Research at the University of North Carolina (Sheps Center) to provide information on the financial vulnerability of rural hospitals across the country and potential impacts on their viability.

In its study, the Sheps Center listed 338 rural hospitals across the country that face greater risk of “being forced to stop providing some services, converting or closing” for meeting one or both of two financial criteria. The information was used in a letter from the senators to President Trump urging him to reconsider funding cuts to Medicaid and Medicare in the budget bill.

Bothwell was listed in the study as one of four Missouri hospitals in this “at risk” category. Bothwell’s inclusion on the list was as a result of having three consecutive years of negative total margins. Bothwell CEO Lori Wightman said while the label has raised understandable concerns, it doesn’t mean Bothwell is closing or reflect its full story.

“Fiscal year 2024 was the first year since 2018 that we made money from operations,” Wightman said. “We are able to pay people and keep up with our bills yet we have limited savings to fall back on or invest in the future.”

Medicare and Medicaid are the major payment sources for 78% of the patients at Bothwell. “These programs pay well below the actual cost of providing care,” Wightman said. “Commercial insurance alone cannot close the gap, and that is where subsidies available to rural hospitals are essential. Unfortunately, the cost of providing care, from personnel to technology, continues to rise making a difficult situation harder to stabilize.”

While Bothwell is a city-chartered organization, it has never received a tax subsidy and there is no exchange of funds between the city and the hospital. “The fact that we virtually have no debt is high on the list of financial positives for us,” Wightman said. “We are continuing to meet our financial obligations, and are laser focused on decreasing our cost structure and exploring alternative revenue sources which include philanthropy and grants.”

Missouri department of health and senior services releases annual pregnancy associated mortality review (PAMR) report

The Missouri Department of Health and Senior Services recently released their annual Pregnancy Associated Mortality Review (PAMR) report?

The Pregnancy Associated Mortality Review Board, with the Missouri Department of Health and Senior Services (DHSS), reviewed all maternal deaths from 2018 to 2022. The board reviewed 350 deaths during pregnancy and up to one year postpartum. They determined 114 pregnancy-related deaths occurred, or deaths directly because of being pregnant. Eighty percent of these deaths were determined to be preventable.

  • 32.6% – Deaths determined to be pregnancy-related
  • 100% – Preventability of deaths due to mental health conditions
  • 81.3% – Pregnancy-related deaths covered by Medicaid
  • 34% – Mental health conditions contributed to their death
  • 34% – Substance Use Disorder contributed to their death
  • 18% – Discrimination contributed to their death
  • 45% – History of substance use
  • 38% – History of unemployment
  • 18% – History of domestic violence
  • 89% – Birthing hospitals participating in the PQC
  • 94% – Births at a hospital participating in the PQC
  • 40% – Moms supported by Medicaid

2025 Missouri PQC Participation Stipend – Postpartum by the Missouri Perinatal Quality Collaborative (PQC), in partnership with Missouri Hospital Association (MHA)

On behalf of the Missouri Perinatal Quality Collaborative, in partnership with Missouri Hospital Association, a limited number of stipends are being offered to stakeholders in Missouri responsible for and participating in providing fourth trimester and extended postpartum care (up to 365 days post-delivery).

The 2024 Missouri PAMR report, reviewing maternal deaths from 2017 to 2021, found most pregnancy-related deaths in Missouri occurred in the year following delivery, accounting for about 80% of deaths. About half of those happened in the first six weeks postpartum or the Fourth Trimester, due to cardiovascular disease, mental health conditions, and infections. The other half of maternal deaths occurred between 43 and 365 days post-delivery, primarily due to mental health conditions, including substance use disorder, followed by cardiovascular disease. Overall, the board determined that 84% of all maternal deaths were preventable.

The available funding is intended to support ongoing or new implementation of clinical and/or social interventions or programs designed to improve care delivery through April 2026. Scopes of work should be developed to address related postpartum maternal health outcomes in Missouri with priority given to efforts addressing cardiovascular disease; mental health conditions; infections; patient, community and/or provider education and engagement; chronic disease management; care coordination; and/or transfers of care from specialist to primary care.

Proposed activities within the application should be at a “ready to deploy” stage or be in support of ongoing implementation needs. Priority will be given to relevant projects demonstrating readiness to deploy with all required application elements received by the due date. Proposals requiring strategic planning, IRB review process, etc., will be considered for a “discovery and planning” stipend.

Funding is available through the following opportunities.

A. Extended Postpartum Care Stipend: $35,000 stipend to support extended postpartum care delivery through 12 months following delivery.

B. Fourth Trimester Care Stipend: $20,000 stipend to support fourth trimester postpartum care delivery through 12 weeks following delivery. Priority will be given to proposals focused on screening, brief intervention, and referral to treatment (SBIRT) for mental health and substance use; effective stabilization of specific pregnancy induced or chronic conditions; and care coordination.

C. Discovery and Planning: $7,000 stipend to support a discovery and planning phase for an intervention, service, or program related to the objectives outlined in option A or B.

    • For stipends A and B: submit project findings and evaluation
    • For stipend C: submit finalized project plan and intended actions

For awarded organizations, stipends will be disbursed over two payments. The initial payment will be made within 60 days of stipend contract signature. Organizations must complete the required deliverables and provide sufficient documentation by March 1, 2026, to MHA/MO PQC to receive the remaining payment by March 31, 2026.

MISSOURI SUN BUCKS PROGRAM NOW ACCEPTING APPLICATIONS

The Missouri Department of Social Services (DSS) announced today it is accepting applications for the second year of the U.S. Department of Agriculture’s Summer Electronic Benefits Transfer (S-EBT) Program, known as “Missouri SuN Bucks.”

Missouri Department of Health and Senior Services Summer Food Service Program

The Missouri Department of Health and Senior Services Summer Food Service Program is designed to provide breakfast, lunch, suppers and/or snacks to children living in eligible areas during the summer months and during times of public emergencies, when children do not have access to free or reduced-price meals at school.

An online interactive map is provided to help families in Missouri find out where their children can receive free meals this summer. The map shows sites where children must sit and eat the meal, but the map also shows certain rural sites that are designated as non-congregate multi-day meal pick-up sites.

Community organizations serve the meals at schools, churches, parks, swimming pools, YMCA facilities, Boys and Girls Clubs, and other spots where children gather when school is not in session.

The meals are provided to all children who attend the meal service location. Children do not have to be registered and there is no fee to participate in the program.

The map and more information about the Summer Food Service Program can be found at health.mo.gov/sfsp/. For families without access to the internet, summer meal sites in the area can also be found by texting the phrase “Summer Meals” to (914) 342 – 7744.

Meals will be served to children ages 18 and under and individuals ages 18 to 21 who have been determined by a state or local educational agency to be mentally or physically disabled and who participate in an established school program for the mentally or physically disabled.

Funding for the Summer Food Service Program is provided by the U.S. Department of Agriculture.

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.

The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.

In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both.  However, there is not a time frame of recovery specified or required.

Every family is unique, but all families share a bond that can be used to support one another during trying times.

While there is no one-size-fits-all solution for helping a family member who is drinking too much, using drugs, or dealing with a mental illness, research shows that family support can play a major role in helping a loved one with mental and substance use disorders.

When a family member is experiencing a mental or substance use disorder, it can affect more than just the person in need of recovery. Evidence has shown that some people have a genetic predisposition for developing mental and substance use disorders, and may be at greater risk based on environmental factors such as having grown up in a home affected by a family member’s mental health or history of substance use. Families should be open to the options of support groups or family therapy and counseling, which can improve treatment effectiveness by supporting the whole family.

It is also important to remember that the unique challenges that come from helping a loved one with a mental or substance use disorder can be taxing, so caregivers should take steps to prioritize their own health as well.

Family members may be more likely to notice when their loved ones are experiencing changes in mood or behavior. Being able to offer support, family members can connect those in need with treatment, resources, and services to begin and stay on their recovery journey.

Developed by the Women’s Preventive Services Initiative (WPSI), the goal of this trifold is to assist patients with navigating WPSI’s recommendations and now includes screening for anxiety, WPSI’s newest recommendation. It includes patient-focused information about the importance of preventive healthcare, the WPSI recommendations, and sample scripts for patients. There is space on the back to attach clinician-specific contact information as well. The Power of Community: Middlesex County, New Jersey Invests in Behavioral Health Partnership by the center for health care strategies (CHCS)

Systemwide change in behavioral health care is possible when communities invest in learning and collaboration. In Middlesex County, New Jersey, cross-sector partners from schools, the justice system, and provider organizations are collaborating with county officials and community members to better support the behavioral health of the community.

Since 2023, Middlesex County officials have been partnering with the Center for Health Care Strategies to bring together diverse cross-sector stakeholders for information sharing and problem-solving through the Middlesex County Behavioral Health Partnership. CDC has enhanced its DOSE-SYS Dashboard: Nonfatal Overdose Syndromic Surveillance Data, improving data visualization, navigation, and interpretation. These enhancements align with updates recently made to the DOSE-DIS Dashboard, which displays emergency department and inpatient hospitalization discharge data. The new updates to the syndromic dashboard will support timely and accurate analysis of nonfatal overdose trends—helping partners make informed decisions and drive overdose prevention efforts in their communities.

What’s New:

  • Number of overdose visits per 10,000 ED visit: The dashboard now shows the number of nonfatal overdose-related ED visits per 10,000 total ED visits, so users can clearly see trends over time and compare different locations on the same scale.
  • 12-Month Rolling Averages: The dashboard also includes rolling 12-month averages of nonfatal overdoses (per 10,000 ED visits), broken down by drug type. This helps show long-term trends more clearly.
  • Enhanced Data Visualization: Improved data visualization tools make it easier to compare trends in nonfatal drug overdoses and understand the data more clearly.
  • Time Periods: Users can now choose specific time periods, from January 2019 to April 2025, to focus their analysis and make it more relevant to their needs. 
  • Map Feature: The new interactive map feature will allow users to compare rates across different regions for the 8 drug indicators.

2024 State Legislation Issue Brief Series: Trends in 988 and Reimagining Crisis Response State Policy

In recognition of the third anniversary of 988’s nationwide availability, the National Alliance on Mental Illness (NAMI) released a new publication, Trends in 988 and Reimagining Crisis Response State Policy, that highlights state legislation enacted in 2024 that reimagines mental health crisis response systems.

People in a mental health crisis deserve a compassionate and effective response. Although the 988 Suicide and Crisis Lifeline was created by federal legislation, states are largely responsible for its implementation, including ensuring that a range of crisis services are available to 988 help seekers.

The 2025 CARS Recovery Community Needs Assessment Report provides deep insights into the current challenges, strengths, and priorities of the addiction recovery support field. Led by the Center for Addiction Recovery Support (CARS) and guided by individuals with lived experience, this report is based on responses from over 700 peer professionals, organizational leaders, and recovery advocates from across the United States.

The report identifies where training, technical assistance, and systemic support are most needed—and how CARS is using these findings to drive recovery support forward.

As peer support and recovery services expand across healthcare, justice systems, education, and housing, this national needs assessment serves as a field-wide compass. It helps identify what recovery organizations and professionals need to succeed—and how funders, partners, and training centers can meet those needs.

Missouri tobacco quit services

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.

The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process

The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral. 

The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.

What’s the value of implementing an eReferral system?

Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.

  • eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
  • In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The online and fax referral forms allow these entities to send referrals, which prompts the Quitline to contact the individual directly. The Missouri Ask. Listen. Refer. (MOALR) suicide prevention training program is designed to help Missouri residents prevent suicide by teaching how to:

SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.

This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.

These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Christina bohn memorial 5k for pmdd awareness 2025

The Christina Bohn Foundation was created to advocate for women suffering from Premenstrual Dysphoric Disorder (PMDD) and Premenstrual Exacerbation (PME). Through increased awareness and education, we hope women will receive an accurate and more timely diagnosis. We also hope our efforts will prevent deaths by suicide related to having PMDD
