Workgroup Updates


Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on July 22, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.


  • Aim to address critical gaps in the availability, awareness, and delivery of educational resources and supports for individuals with lived experiences, providers, community substance use providers, the legal system, and more.
    • The group is developing a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields (family court and judicial system), as well as those with lived experience.
    • The group conducted a review of proposed topics for a medication assisted treatment (MAT) training. Upon review of proposed topics, the group reviewed compiled a list of proposed training topics/areas based on noted gaps/barriers in MAT education and training among legal/family court professionals. The list will be used during an upcoming partnership for a March 2026 CLE on MAT.

  • Aim to empower patients to engage in health-related decision-making, improve the provider-patient relationship, and ensure equitable access to support services and coordinated care during the perinatal and postpartum period for individuals facing substance use and mental or behavioral health challenges. Additionally, the workgroup focuses on elevating the voices of lived experience by reducing barriers to timely, comprehensive, and equitable health services across the continuum of care.
    • The group is currently working to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of self-screening tool that connects mothers to needed resources and supports without fear of disclosing or asking for help.
    • The group conducted a review of the current action plan, adjusting gaps, barriers, and initial objectives to reflect minor revisions since initial objective was formed.

  • Aims to strengthen the community care and social support system that supports individuals and families by addressing gaps in community engagement, social connection, and peer support, thereby enhancing system capacity and improving health outcomes.
    • The group is currently working to develop a framework to improve the community care and social support infrastructure, including a framework for integrating and bridging doula care, and peer support from community to clinical settings throughout the perinatal and postpartum care period, and includes the provision of social support, available resources and supports, and parent education.
    • Discussed developing and disseminating training and facilitation guides to support these efforts.

  • Aims to build responsive, equitable, and sustainable systems of support for individuals and families impacted by substance use through coordinated advocacy and policy development.
    • The group is currently working to to develop and distribute a statewide public service announcement (PSA) campaign related to the knowledge of legal rights and services for mothers and families affected by substance use and mental and behavioral health challenges. This includes the development of tools and resources from the lived experience perspective to empower mothers and families to engage in health-related decision-making processes and navigate needed services and supports.
    • The group will connect with Missouri PQC to learn more about the Ask Me 5 campaign as they work to develop PSA’s surrounding lived experience affected by substance use and legal rights.
    • Discussed the importance of elevating the voices of lived experiences to drive policy change.

The next workgroup meeting will be held on Tuesday, August 19, 2025, from 10:00 – 11:30 a.m., and will focus on reviewing and revising.

  • Review of completed action plan and recommendations.
  • Revise based on feedback/input from Action Network, DHSS, and public (if applicable).

In 2023, the Moms’ Advocacy Network launched the Leadership & Self-Advocacy Academy to empower and support mothers affected by perinatal substance use/mental health through interactive training modules, capacity-building opportunities, and leadership opportunities.

The Leadership & Self-Advocacy Fellowship aims to:

  • Empower and support mothers affected by perinatal substance use and mental health.
  • Provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making.
  • Foster self-determination and self-advocacy skills for making changes in own life or family.
  • Enhance skills for engaging informally or formally with peers who are experiencing similar life experiences (peer support).
  • Develop self-advocacy and leadership skills, knowledge, and confidence for participating in organizational, systems, or policy-level change activities.
  • Provide resources and education needed to access and navigate support services.
  • Provide transformational education to improve behavioral health outcomes for mothers affected by perinatal substance use and mental health.
  • Create opportunities for fellows to receive leadership and self-advocacy training.

The Missouri Maternal Health Action Network engages mothers with lived experience from 5 regions located across the state of Missouri. From each region, we recruit 2 mothers with lived experience. The Moms’ Advocacy Network also welcomes back past fellows (Cohort 1, Cohort 2) to help mentor our newest cohort.

This program is designed to provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making. The program also aims to provide capacity-building and leadership opportunities to empower and support mothers with lived experience so they can feel confident sharing their stories and engaging with leaders at the state level to advance policies impacting mothers, children, and families affected by perinatal substance use and mental health.

Over 12 months (October 1, 2025 – September 30, 2026), our fellows will learn more about leadership and self-advocacy, personal values, effective communication, healthy relationships, and civic engagement. Fellows work alongside system leaders and serve in an advisory capacity to the Missouri Maternal Health Action Network. Participants develop their mission statement, set advocacy goals, and engage with decision-makers from around the state of Missouri. Fellows participate in the Leadership & Self-Advocacy Academy, as well as engage in Action Network meetings to identify and address barriers preventing mothers affected by perinatal substance use substance use and mental and behavioral health challenges from receiving needed services.

Mom Advocacy Representative

Mothers with lived experience, two from each region, from across the state of Missouri. These mothers voice their perspectives, share their knowledge and stories, and help in the recruitment of Advocacy Network members. The Mom Advocacy Representative serves a 1-year term commitment, serving for the duration of the 2025-2026 project fiscal year. Mom Advocacy Representatives are selected for the subsequent term during Quarter 4 of the current project fiscal year.

Includes regular virtual meetings, leadership and self-advocacy training sessions, bi-weekly check-ins, quarterly Action Network meetings, monthly workgroup meetings, and the Annual Summit (in-person). Travel will be covered if applicable.

The following is a breakdown of these meeting obligations for provider leaders:

  • 8 Leadership & Self-Advocacy Academy training sessions with the UMKC-IHD Leadership Team and Academy Alumni (virtual).
  • 12 monthly Action Network workgroup meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 3 quarterly Action Network meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 1 in-person Annual Summit
  • Bi-weekly check-ins with the UMKC-IHD Leadership Team and Academy Alumni.
  • Participate in regional and statewide activities (e.g., network meetings, family engagement events, capacity-building and leadership trainings and events, and more).

Mothers who participate in 100% of activities and commit to the yearlong program will receive a stipend as compensation for their time and will have their travel and expenses covered throughout the program.

missouri appleseed celebrates founding director, liza weiss

From Seed to Impact: Honoring Liza Weiss
This month, we celebrate Missouri Appleseed’s Founding Executive Director, Liza Weiss, and thank her for eight years of visionary leadership. 

True to our network’s model, Liza planted a small seed of justice and has achieved so much during her tenure as Executive Director of Missouri Appleseed. Under her leadership, Missouri Appleseed has successfully advocated for an astounding eight pieces of legislation that improve the wellbeing of Missouri families affected by poverty and incarceration. Among her proudest achievements: securing access to feminine hygiene products for incarcerated women and helping establish Missouri’s first prison nursery, which officially opened in 2025.

Public Comment – Title V Maternal and Child Health Block Grant FFY 2026 Proposed Use of Funds

The Missouri Department of Health and Senior Services (DHSS) is soliciting public comment on the proposed use of Title V Maternal and Child Health (MCH) Services Block Grant funds for Federal Fiscal Year (FFY) 2026, covering the period starting October 1, 2025, and ending September 30, 2026.

If a copy of the proposed use of funds is desired in an alternate form, please call (573) 751-6435. TITLE V MATERNAL AND CHILD HEALTH SERVICES BLOCK GRANT
FFY 2026 PROPOSED USE OF FUNDS
(Released for Public Comment July 2025)

DEVELOPMENT OF APPLICATION
The Title V MCH Services Block Grant is administered by the Health Resources and Services Administration’s (HRSA) Maternal and Child Health Bureau (MCHB). In Missouri, DHSS is the designated state agency for the allocation and administration of Title V MCH Block Grant funds, and the Title V MCH Block Grant is managed by the MCH Leadership Team, located within the Division of Community and Public Health (DCPH). As part of the development of the annual application, public comment on the proposed use of funds is solicited from MCH stakeholders, community members, and other interested parties. The proposed plan for the use of block grant funds to improve the health status of women and children, including children with special health care needs (CSHCN), for FFY 2026 is included below.

TITLE V MCH SERVICES BLOCK GRANT FFY 2026-2030 PRIORITIES
HRSA/MCHB requires states to conduct a comprehensive statewide Needs Assessment every five years to identify the need for preventive and primary care services for pregnant women, mothers, infants, children, and CSHCN. Findings from the Five-Year Needs Assessment serve as the cornerstone for development of a five-year Title V MCH State Action Plan (SAP), based on the seven to 10 priorities selected for focused programmatic effort over the next five years. Every state is required to address and report on two Universal National Performance Measures (NPMs): Postpartum Visit – A) Percent of women who attended a postpartum checkup within 12 weeks after giving birth and B) Percent of women who attended a postpartum checkup and received recommended care components; and Percent of children with and without special health care needs, ages 0 through 17, who have a medical home. States must select a minimum of five NPMs, including the two Universal NPMs, with at least one NPM in each of the five population domains. States may select as many NPMs and State Performance Measures (SPMs) as necessary to address each identified priority need. Eight priorities were identified from the results of Missouri’s statewide 2025 MCH Needs Assessment, with 7 NPMs and 1 SPM selected and 8 overarching Core Values identified. Beyond the selected priorities, there is flexibility to implement initiatives not specified in the FFY 2026-2030 SAP to address additional MCH priorities and ongoing and emerging issues.


Ten Missouri WIC local agencies honored as exemplary breastfeeding peer support programs by USDA

JEFFERSON CITY, MO

AUGUST 5, 2025

The United States Department of Agriculture (USDA) has awarded Randolph County WIC the Premiere WIC Breastfeeding Award of Excellence for providing model breastfeeding promotion and support activities and for increasing the percentage of fully breastfeeding mothers and babies. Randolph County WIC was one of only 56 WIC local agencies to receive the Premiere award across the country in 2025.

Nine Missouri WIC local agencies were recognized with the 2025 Gold WIC Breastfeeding Award of Excellence for exemplary efforts in supporting breastfeeding WIC mothers. The nine agencies are:

  • Barton County WIC.
  • Butler County WIC.
  • Callaway County WIC.
  • Columbia/Boone County WIC.
  • Jefferson-Franklin Community Action Corporation WIC.
  • Laclede County WIC.
  • Saline County WIC.
  • Springfield-Greene County WIC.
  • Webster County WIC.

These awards were announced as part of USDA’s National WIC Breastfeeding Week, celebrated August 1-7. WIC is the Special Supplemental Nutrition Program for Women, Infants and Children administered by the Missouri Department of Health and Senior Services (DHSS).

Breastfeeding provides countless benefits to both babies and mothers and to society as a whole, including decreased health care costs and increased productivity. While breastfeeding is natural, there is a learning curve for moms and babies, and all mothers benefit from having a supportive environment in which to learn how to feed their babies. Many mothers find success in breastfeeding through education and support from breastfeeding peer counselors and lactation consultants, and providing these resources to mothers is a crucial part of Missouri WIC.

“The Missouri WIC program fully supports all mothers who would like to breastfeed,” said Lisa Schlientz, DHSS and WIC state breastfeeding coordinator. “We are proud of the extra efforts made by these ten agencies to provide a full range of breastfeeding services to WIC participants who choose breastfeeding to provide a healthy start for their baby. This support empowers our Missouri moms and enables them to be successful.”

To apply for the award, WIC agencies must operate a peer counseling program for at least one year and meet all of the required core components of the WIC Breastfeeding Model for Peer Counseling, including recruiting and hiring from WIC’s target population and being available to WIC clients outside usual clinic hours. The Missouri WIC website has a map of Missouri WIC local agencies that offer peer counseling and other enhanced breastfeeding services. The WIC local agencies large enough to provide these services serve 87 percent of the pregnant and breastfeeding women participating in Missouri WIC.

The award program was established to recognize WIC local agencies that provided exemplary breastfeeding promotion and support activities. Awards highlight successful models and encourage other local agencies to strengthen their breastfeeding promotion and support activities, and ultimately increase breastfeeding initiation and duration rates among WIC participants. Awards are given for a four-year period at three levels of performance: Elite, Premiere and Gold. With the addition of these ten agencies, there are currently 18 local agencies awarded in Missouri.

From July 2024 to June 2025, 75.2 percent of Missouri WIC moms initiated breastfeeding, an increase of 1.2 percent from the previous timeframe. 17.5 percent breastfed until their baby was 12 months old. This historically high duration rate shows that WIC staff have been more successful than ever at supporting WIC moms to meet their breastfeeding goals.

The WIC program serves to safeguard the health of low-income pregnant, postpartum and breastfeeding women, infants and children up to age 5 who are at nutritional risk by providing healthy foods, nutrition education, breastfeeding promotion and support and referrals to health care. Missouri Department of Health and Senior Services Summer Food Service Program

The Missouri Department of Health and Senior Services Summer Food Service Program is designed to provide breakfast, lunch, suppers and/or snacks to children living in eligible areas during the summer months and during times of public emergencies, when children do not have access to free or reduced-price meals at school.

An online interactive map is provided to help families in Missouri find out where their children can receive free meals this summer. The map shows sites where children must sit and eat the meal, but the map also shows certain rural sites that are designated as non-congregate multi-day meal pick-up sites.

Community organizations serve the meals at schools, churches, parks, swimming pools, YMCA facilities, Boys and Girls Clubs, and other spots where children gather when school is not in session.

The meals are provided to all children who attend the meal service location. Children do not have to be registered and there is no fee to participate in the program.

The map and more information about the Summer Food Service Program can be found at health.mo.gov/sfsp/. For families without access to the internet, summer meal sites in the area can also be found by texting the phrase “Summer Meals” to (914) 342 – 7744.

Meals will be served to children ages 18 and under and individuals ages 18 to 21 who have been determined by a state or local educational agency to be mentally or physically disabled and who participate in an established school program for the mentally or physically disabled.

Funding for the Summer Food Service Program is provided by the U.S. Department of Agriculture.

The Missouri Department of Social Services (DSS) announced today it is accepting applications for the second year of the U.S. Department of Agriculture’s Summer Electronic Benefits Transfer (S-EBT) Program, known as “Missouri SuN Bucks.”

Missouri SuN Bucks helps families buy food for their school-aged children during the summer months when school is not in session.

Missouri department of health and senior services releases annual pregnancy associated mortality review (PAMR) report

The Missouri Department of Health and Senior Services recently released their annual Pregnancy Associated Mortality Review (PAMR) report?

The Pregnancy Associated Mortality Review Board, with the Missouri Department of Health and Senior Services (DHSS), reviewed all maternal deaths from 2018 to 2022. The board reviewed 350 deaths during pregnancy and up to one year postpartum. They determined 114 pregnancy-related deaths occurred, or deaths directly because of being pregnant. Eighty percent of these deaths were determined to be preventable.

  • 32.6% – Deaths determined to be pregnancy-related
  • 100% – Preventability of deaths due to mental health conditions
  • 81.3% – Pregnancy-related deaths covered by Medicaid
  • 34% – Mental health conditions contributed to their death
  • 34% – Substance Use Disorder contributed to their death
  • 18% – Discrimination contributed to their death
  • 45% – History of substance use
  • 38% – History of unemployment
  • 18% – History of domestic violence
  • 89% – Birthing hospitals participating in the PQC
  • 94% – Births at a hospital participating in the PQC
  • 40% – Moms supported by Medicaid

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.

The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.

In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both.  However, there is not a time frame of recovery specified or required.

This guide is designed for both State and local agency WIC staff to help integrate alcohol, drug and other harmful substance use-related information and referral elements into their clinic activities. It contains a wealth of available resources and links to access a variety of appropriate educational materials for WIC participants and training materials for WIC staff. This guide also provides customizable forms intended to facilitate education and referral activities for a user-friendly experience. In September 2017, FNS added information on FDA’s strengthened warning to breastfeeding mothers to avoid taking codeine- and tramadol-containing medicines due to serious adverse reactions in breastfed infants.

Report shows that Nearly 57% of new mothers did not attend postpartum follow-up visits

Nearly 57% of mothers did not attend a postpartum follow-up visit three to eight weeks after giving birth, according to a report published July 29 by Cedar Gate Technologies. The rate was higher for younger mothers, as nearly 61% of those aged 20-24 did not attend follow-up appointments. Cedar Gate analyzed a national database of millions of commercially insured patients from July 2022 to June 2023. Previous estimates from the American College of Obstetrics and Gynecology suggested nearly 40% of women did not attend postpartum visits.

CDC has enhanced its DOSE-SYS Dashboard: Nonfatal Overdose Syndromic Surveillance Data, improving data visualization, navigation, and interpretation. These enhancements align with updates recently made to the DOSE-DIS Dashboard, which displays emergency department and inpatient hospitalization discharge data. The new updates to the syndromic dashboard will support timely and accurate analysis of nonfatal overdose trends—helping partners make informed decisions and drive overdose prevention efforts in their communities.

What’s New:

  • Number of overdose visits per 10,000 ED visit: The dashboard now shows the number of nonfatal overdose-related ED visits per 10,000 total ED visits, so users can clearly see trends over time and compare different locations on the same scale.
  • 12-Month Rolling Averages: The dashboard also includes rolling 12-month averages of nonfatal overdoses (per 10,000 ED visits), broken down by drug type. This helps show long-term trends more clearly.
  • Enhanced Data Visualization: Improved data visualization tools make it easier to compare trends in nonfatal drug overdoses and understand the data more clearly.
  • Time Periods: Users can now choose specific time periods, from January 2019 to April 2025, to focus their analysis and make it more relevant to their needs. 
  • Map Feature: The new interactive map feature will allow users to compare rates across different regions for the 8 drug indicators.

Missouri tobacco quit services

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.

The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process

The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral. 

The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.

What’s the value of implementing an eReferral system?

Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.

  • eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
  • In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The online and fax referral forms allow these entities to send referrals, which prompts the Quitline to contact the individual directly. ON DEMAND: 42 CFR Part 8 Regulation Video Series – Snapshots for Implementation

SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.

This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.

These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Boston Medical Center’s (BMC) drop-in series Substance Use Disorder Care Continuum ECHO® (SUD Care Continuum ECHO®) offers training and support in addiction treatment, with a focus on supporting front line addiction treatment workforce. This includes health providers in Acute Treatment Services (ATS), Crisis Stabilization Services (CSS), Transitional Support Services (TSS), Opioid Treatment Programs (OTP), long-term residential program, sober and recovery homes, primary care, and psychiatry. This free, case-based tele-mentoring program is designed to increase the capacity of health care providers to implement high-quality and evidence-based addiction treatment.

As part of the twice-monthly SUD Care Continuum ECHO® series, Brittany Carney, DNP, FNP-BC, will present a didactic on clinical strategies for identifying and treating adolescent nicotine and THC vaping. The didactic will be followed by a de-identified patient case presentation from an ECHO® participant and recommendations from the panel of experts and attendees.

Missouri Maternal Health Action Network’s 3rd Annual Summit ‘Bridging the gaps: policy, advocacy, and prevention for maternal mental health and substance use disorders

On behalf of the Missouri Maternal Health Action Network, we invite you to attend the 3rd Annual Action Network Summit. The Summit will begin promptly at 9:00 a.m. Join us for a day filled with engaging panels, enlightening discussions, and exclusive networking opportunities. Register now to secure your spot and be part of this inspiring event! This year’s theme Bridging the Gaps: Policy, Advocacy, and Prevention for Maternal Mental Health and Substance Use Disorders will center on maternal mental health and substance use disorders, with a focus on policy change, advocacy, and prevention.

The Summit aims to highlight the voices of those with lived experiences, facilitate insightful discussion, share groundbreaking ideas, create networking opportunities, and foster cross-system collaboration to drive systems change and improve behavioral health outcomes for mothers, children, and families affected by perinatal substance use. The dress code for the event is comfortable and casual (shirts, jeans, T-shirts, etc.). Breakfast and lunch will be provided for Summit attendees.
