Workgroup Updates


Eight (8) members of the Moms’ Advocacy Network and recipients of the FFY 2025 Leadership & Self-Advocacy Fellowship attended the scheduled monthly Workgroup meeting on August 19, 2025. The Mom Advocacy Leader and Regional Representatives will continue to rotate through workgroups each meeting and provide valuable knowledge, perspectives, and insight to partner with workgroup members and develop strategic action plans and recommendations to address barriers affecting cross-system collaboration and the access, navigation, and delivery of needed resources and supports for mothers, children and families affected by substance misuse and mental and behavioral health challenges.


  • Aim to address critical gaps in the availability, awareness, and delivery of educational resources and supports for individuals with lived experiences, providers, community substance use providers, the legal system, and more.
    • The group is developing a comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health and substance use disorder fields (family court and judicial system), as well as those with lived experience.
    • The group conducted a review of proposed topics for a medication assisted treatment (MAT) training. Upon review of proposed topics, the group reviewed compiled a list of proposed training topics/areas based on noted gaps/barriers in MAT education and training among legal/family court professionals. The list will be used during an upcoming partnership for a March 2026 CLE on MAT.

  • Aim to empower patients to engage in health-related decision-making, improve the provider-patient relationship, and ensure equitable access to support services and coordinated care during the perinatal and postpartum period for individuals facing substance use and mental or behavioral health challenges. Additionally, the workgroup focuses on elevating the voices of lived experience by reducing barriers to timely, comprehensive, and equitable health services across the continuum of care.
    • The group is currently working to improve substance use disorder (SUD) screening of pregnant and postpartum women through the development of self-screening tool that connects mothers to needed resources and supports without fear of disclosing or asking for help.
    • The group conducted a review of the current action plan, adjusting gaps, barriers, and initial objectives to reflect minor revisions since initial objective was formed.

  • Aims to strengthen the community care and social support system that supports individuals and families by addressing gaps in community engagement, social connection, and peer support, thereby enhancing system capacity and improving health outcomes.
    • The group is currently working to develop a framework to improve the community care and social support infrastructure, including a framework for integrating and bridging doula care, and peer support from community to clinical settings throughout the perinatal and postpartum care period, and includes the provision of social support, available resources and supports, and parent education.
    • Discussed developing and disseminating training and facilitation guides to support these efforts.

  • Aims to build responsive, equitable, and sustainable systems of support for individuals and families impacted by substance use through coordinated advocacy and policy development.
    • The group is currently working to to develop and distribute a statewide public service announcement (PSA) campaign related to the knowledge of legal rights and services for mothers and families affected by substance use and mental and behavioral health challenges. This includes the development of tools and resources from the lived experience perspective to empower mothers and families to engage in health-related decision-making processes and navigate needed services and supports.
    • The group will connect with Missouri PQC to learn more about the Ask Me 5 campaign as they work to develop PSA’s surrounding lived experience affected by substance use and legal rights.
    • Discussed the importance of elevating the voices of lived experiences to drive policy change.

The next workgroup meeting will be held on Tuesday, September 16, 2025, from 10:00 – 11:30 a.m., and will focus on reviewing and revising.

  • Review of completed action plan and recommendations.
  • Revise based on feedback/input from Action Network, DHSS, and public (if applicable).

The Action Network has identified 5 Core Priority Areas affecting key stakeholders and strategic partners from establishing cross-system collaboration, delivery of support services, and access and navigation of support services by mothers affected by substance use and mental/behavioral health challenges.


Education Access and Quality: Aims to address critical gaps in the availability, awareness, and delivery of educational resources and supports for individuals with lived experiences, providers, community substance use providers, the legal system, and more.

  • FFY 2025: The group is developing comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health, substance use disorder fields, family court, the judicial system, and individuals with lived experience.

Environmental and Economic Circumstances: Aims to address barriers that impact mothers and families’ ability to access basic needs, supportive services, and opportunities for stability throughout the perinatal, postpartum, and recovery journeys.

In 2023, the Moms’ Advocacy Network launched the Leadership & Self-Advocacy Academy to empower and support mothers affected by perinatal substance use/mental health through interactive training modules, capacity-building opportunities, and leadership opportunities.

The Leadership & Self-Advocacy Fellowship aims to:

  • Empower and support mothers affected by perinatal substance use and mental health.
  • Provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making.
  • Foster self-determination and self-advocacy skills for making changes in own life or family.
  • Enhance skills for engaging informally or formally with peers who are experiencing similar life experiences (peer support).
  • Develop self-advocacy and leadership skills, knowledge, and confidence for participating in organizational, systems, or policy-level change activities.
  • Provide resources and education needed to access and navigate support services.
  • Provide transformational education to improve behavioral health outcomes for mothers affected by perinatal substance use and mental health.
  • Create opportunities for fellows to receive leadership and self-advocacy training.

The Missouri Maternal Health Action Network engages mothers with lived experience from 5 regions located across the state of Missouri. From each region, we recruit 2 mothers with lived experience. The Moms’ Advocacy Network also welcomes back past fellows (Cohort 1, Cohort 2) to help mentor our newest cohort.

This program is designed to provide knowledge, experience, and skill development that fosters personal growth and transformational change and promotes self-informed decision making. The program also aims to provide capacity-building and leadership opportunities to empower and support mothers with lived experience so they can feel confident sharing their stories and engaging with leaders at the state level to advance policies impacting mothers, children, and families affected by perinatal substance use and mental health.

Over 12 months (October 1, 2025 – September 30, 2026), our fellows will learn more about leadership and self-advocacy, personal values, effective communication, healthy relationships, and civic engagement. Fellows work alongside system leaders and serve in an advisory capacity to the Missouri Maternal Health Action Network. Participants develop their mission statement, set advocacy goals, and engage with decision-makers from around the state of Missouri. Fellows participate in the Leadership & Self-Advocacy Academy, as well as engage in Action Network meetings to identify and address barriers preventing mothers affected by perinatal substance use substance use and mental and behavioral health challenges from receiving needed services.

Mom Advocacy Representative

Mothers with lived experience, two from each region, from across the state of Missouri. These mothers voice their perspectives, share their knowledge and stories, and help in the recruitment of Advocacy Network members. The Mom Advocacy Representative serves a 1-year term commitment, serving for the duration of the 2025-2026 project fiscal year. Mom Advocacy Representatives are selected for the subsequent term during Quarter 4 of the current project fiscal year.

  • Access to a computer or phone.
  • Access to a webcam.
  • Basic understanding of technology.

Includes regular virtual meetings, leadership and self-advocacy training sessions, bi-weekly check-ins, quarterly Action Network meetings, monthly workgroup meetings, and the Annual Summit (in-person). Travel will be covered if applicable.

The following is a breakdown of these meeting obligations for provider leaders:

  • 8 Leadership & Self-Advocacy Academy training sessions with the UMKC-IHD Leadership Team and Academy Alumni (virtual).
  • 12 monthly Action Network workgroup meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 3 quarterly Action Network meetings facilitated by the UMKC-IHD Leadership Team (virtual).
  • 1 in-person Annual Summit
  • Bi-weekly check-ins with the UMKC-IHD Leadership Team and Academy Alumni.
  • Participate in regional and statewide activities (e.g., network meetings, family engagement events, capacity-building and leadership trainings and events, and more).

Mothers who participate in 100% of activities and commit to the yearlong program will receive a stipend as compensation for their time and will have their travel and expenses covered throughout the program.

Senate Committee Advances 2026 Funding Bill, Including Maternal Mental Health Priorities

  1. Helping mothers initiate breastfeeding within the first hour of birth.
  2. Practicing “rooming-in” so infants stay with their mothers.
  3. Providing only breast milk to infants unless medically necessary.
  4. Avoiding pacifiers or artificial nipples for breastfeeding infants.
  5. Supporting breastfeeding groups and referring mothers upon discharge.

Invitation to Comment: Rural Health Transformation Program

The Missouri Department of Social Services, through the MO HealthNet Division, is seeking your input on the Rural Health Transformation Program. This new federal program, created under the One Big Beautiful Bill Act (H.R.1), will distribute $50 billion nationwide between 2026 and 2030 to support innovative strategies for improving rural healthcare.


As the Centers for Medicare & Medicaid Services (CMS) prepares additional guidance on the application process, MHD is seeking public input on key initiatives and priorities to consider for potential funding. Each state must apply to receive funding, and Missouri’s application will be guided by the priorities identified during this public comment period. States are required to select at least three of nine eligible funding categories, making your perspective especially important as we consider the needs of Missouri’s rural communities. The exact amount of federal funding that Missouri may receive remains undetermined pending the approval of its application.


Your comments will help shape Missouri’s application and priorities.

Whole Parent Foundation (WPF), a Kansas City-based 501(c)(3), is reaching out to share an exciting partnership opportunity to expand access to inclusive, trauma-informed perinatal mental health support across Missouri. We will be offering a limited number of spots for community organizations to become spoke organizations implementing WPF’s proven Parent Support Group model in their own communities, with full training, programmatic support, and a stipend.


As a spoke site, your organization would receive:

  • A stipend to subsidize group-related costs, such as food, childcare, and accessible meeting space
  • Access to WPF’s licensed and evidence-based support group curriculum
  • Training and onboarding for your staff and/or facilitators
  • Ongoing technical assistance and programmatic support from our team
  • Help locating additional local resources, including diaper banks and childcare partnerships

We are looking for one organization in each region of Missouri (Northwest, Southwest, Northeast, St. Louis Metro, Southeast, and Central) and one additional organization to offer a Spanish version of our support group.


Mental health conditions are the leading, and most preventable, cause of pregnancy-related deaths in Missouri. Our goal is to reduce barriers to mental health care and create spaces where parents, partners, and caregivers can feel supported, connected, and seen. This initiative is rooted in equity, cultural responsiveness, and the belief that community-based care is essential to improving outcomes for families in our region.


If your organization is aligned with these values and interested in learning more, we would love to speak with you. We are especially eager to partner with groups that serve underserved or historically marginalized populations, including BIPOC, low-income, rural, and Spanish-speaking communities.

Missouri department of health and senior services releases annual pregnancy associated mortality review (PAMR) report

The Missouri Department of Health and Senior Services recently released their annual Pregnancy Associated Mortality Review (PAMR) report?

The Pregnancy Associated Mortality Review Board, with the Missouri Department of Health and Senior Services (DHSS), reviewed all maternal deaths from 2018 to 2022. The board reviewed 350 deaths during pregnancy and up to one year postpartum. They determined 114 pregnancy-related deaths occurred, or deaths directly because of being pregnant. Eighty percent of these deaths were determined to be preventable.

  • 32.6% – Deaths determined to be pregnancy-related
  • 100% – Preventability of deaths due to mental health conditions
  • 81.3% – Pregnancy-related deaths covered by Medicaid
  • 34% – Mental health conditions contributed to their death
  • 34% – Substance Use Disorder contributed to their death
  • 18% – Discrimination contributed to their death
  • 45% – History of substance use
  • 38% – History of unemployment
  • 18% – History of domestic violence
  • 89% – Birthing hospitals participating in the PQC
  • 94% – Births at a hospital participating in the PQC
  • 40% – Moms supported by Medicaid

The Missouri PQC releases New publication on the importance of screening for nonclinical social needs and how hospitals and providers can meet these needs by using closed-loop referral platforms and processes

The MO PQC, in collaboration with the Missouri Hospital Association, released a publication on the importance of screening for nonclinical social needs and how hospitals and providers can meet these needs by using closed-loop referral platforms and processes. As of Jan. 1, acute care hospitals are required by the Centers for Medicare and Medicaid Services to screen all inpatients 18 years and older for housing, food, transportation, violence exposure and access to utilities. This screening process requires hospitals and providers to connect patients with resources to meet their identified needs.  

Health care organizations routinely rely on community-based organizations to address nonclinical factors; however, there is often a lack of awareness of services, coordination, team buy-in and a streamlined referral mechanism to ensure a fully functional closed-loop referral process to support seamless care coordination. This resource provides some practical examples of how Missouri hospitals and organizations are leveraging social referral platforms and processes to promote health and wellness while reducing the cost of care.

Become A Certified Peer Specialist!

What is a peer specialist? A peer support specialist is a mental health professional who has personal experience with a mental health challenge and helps others who are struggling with similar issues.

The Certified Peer Specialist (CPS) initiative is a significant part of the behavioral health transformation efforts taking place in Missouri.

In addition to the week long basic training and passing the exam, in order to hold the certification, a peer must be able to provide verification of, at minimum, a high school level education. A peer must also be in personal recovery from a substance use disorder, mental health disorder, or both.  However, there is not a time frame of recovery specified or required.

There are now two options for upcoming CPS trainings: a 5-day schedule and a 4-day schedule.

The Centers for Disease control and prevention (CDC) release Pregnancy-Related Deaths: Data from Maternal Mortality Review Committees

AUGUST 22, 2025

Maternal Mortality Review Committees (MMRCs) are multidisciplinary committees that convene at the state or local level to comprehensively review deaths during or within a year of pregnancy (pregnancy-associated deaths). MMRCs have access to clinical and non-clinical information (e.g., vital records, medical records, social service records) to more fully understand the circumstances surrounding each death, determine whether the death was pregnancy-related, and develop recommendations for action to prevent similar deaths in the future.

The Maternal Mortality Review Information Application (MMRIA, pronounced “Maria”) is a CDC data system designed to facilitate MMRC functions through a common data language. MMRIA supports standardized record abstraction, case summary development, documentation of committee decisions, and analysis. All states and territories across the United State can use MMRIA.

Jurisdictional MMRCs shared data with CDC for aggregate analysis through MMRIA. In some states, only partial years of data were shared and not every jurisdiction shared all years of data. Some states group review of deaths by cause of death and may have only reviewed some causes before sharing data with CDC. Sensitivity analysis did not indicate any major differences in underlying causes of death when data for those states were excluded.

Data analyzed included information on pregnancy-related deaths that occurred in 2021 among residents of these 46 states: Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Virginia, Washington, West Virginia, Wisconsin, and Wyoming.

study shows Major Gaps Exist Around Knowledge of Postpartum Anxiety

September 1, 2025

Understanding postpartum mental disorders, including postpartum anxiety (PPA), requires mothers, providers and social support networks to recognize the signs and symptoms. However, limited studies and a lack of a unified definition of PPA make this challenging. Researchers from Mass General Brigham conducted a comprehensive literature review of 850 PPA studies to summarize the collective knowledge of PPA and identify knowledge gaps. They found PPA may be almost as common as postpartum depression, affecting 12.3% of mothers worldwide, and is associated with changes in offspring biology and mental health, as well as worse psychological outcomes and quality of life for mothers.

“PPA is associated with changes in children’s health and development, mental health and worse psychological outcomes and quality of life for mothers,” said lead author Natalie Feldman, MD, from the Department of Psychiatry at Brigham and Women’s Hospital, a founding member of the Mass General Brigham healthcare system. “However, there are major gaps in our understanding of this condition, particularly around key symptoms and whether treatments are effective. The reality is that everyone knows someone who has had PPA—but we aren’t talking about it.”

The literature review found that younger moms, first-time moms and those with traumatic births or C-sections are at an increased risk of developing PPA, suggesting clinicians can connect these high-risk groups to targeted interventions earlier.

The authors also found symptoms such as excessive worry, intrusive thoughts, and problems with sleep were common among individuals with PPA. Cognitive Behavioral Therapy shows promise as an effective intervention, whether conducted in group, individual or prenatal sessions.

“The time to rigorously and thoroughly study PPA is now so we can improve how we care for patients,” said Feldman.

Study shows lack of ‘me time’ for new mothers

By University of York on September 3, 2025

New mothers only have approximately one hour out of their waking day for rest, according to new research published in the British Journal of Psychology.

The study also shows that time “alone” for new mothers is now always with their baby present and this time is rarely restful.

Instead, it is filled with non-stop chores and emotional overload leading to increased stress, loneliness and emotional exhaustion.

When mothers had even small amounts of quality me-time—where they were not looking after the baby or working for example—they felt better.

The study also showed that loneliness in new mothers isn’t always about the lack of people around you. It can come from a loss of personal identity, lack of meaningful social connections, or simply from feeling unsupported. This is especially true for single mothers, those without family support, or those whose babies have additional needs.

Missouri tobacco quit services

The Missouri Department of Health and Senior Services, Tobacco Prevention and Control Program is proud to offer confidential tobacco treatment services through Missouri Tobacco Quit Services to Missouri adults who want to quit tobacco including electronic cigarettes, vapes, and/or oral nicotine products.

The number one cause of preventable death and disease in Missouri is tobacco use. No matter what your specialty is, you know the drastic effects that tobacco use can have on patients. If a physician advises a patient to quit just one time, it helps to double their chance for success. Patients trust their health care provider and they need guidance, let us make referring patients easier.

The Referral Process

The online referral form allows health care providers to send referrals to patients electronically, which prompts the Quitline to contact the patient directly. Complete all sections of the online referral form, including patient information, and sign for consent as required by HIPAA. Missouri Tobacco Quit Services will fax a follow-up report back to your office with the outcome of the referral. 

The referral process is simple and effective. Missouri Tobacco Quit Services staff will reach out to your referred patient within 24 hours. They will make several attempts to reach the referred individual during their best time frame.

What’s the value of implementing an eReferral system?

Electronic health record (EHR) technology providing improved accuracy of patient data. The program creates ease of both referring patients and receiving feedback information on a patient’s progress through their cessation effort while integrating tobacco cessation into routine clinical care. The program also enables health systems to measure the implementation of changes and the impact of these changes on outcomes in affected patient populations.

  • eReferrals send secure, two-way communication between a healthcare organization and MTQS through the patient’s EHR. Providers receive progress updates using the same system, allowing the provider to stay abreast of their patient’s progress towards quitting tobacco. All messages sent through eReferral are HIPAA-compliant to protect patient privacy.
  • In addition to faster referrals, using the EHR improves data quality and increases the likelihood of a successful referral to the service provider. The public health benefits of transforming paper-based referral systems to an eReferral include developing a sustainable, cost-effective system that has possibilities of reaching higher numbers of patients and ultimately, improve patient outcomes.”

Community Organizations such as Local Health Departments can also connect individuals to cessation resources through referrals. The Missouri Ask. Listen. Refer. (MOALR) suicide prevention training program is designed to help Missouri residents prevent suicide by teaching how to:

ON DEMAND: 42 CFR Part 8 Regulation Video Series – Snapshots for Implementation

SAMHSA has produced a video series to highlight key changes to 42 CFR Part 8, the regulations that set standards for care provided by opioid treatment programs (OTPs). The video series provides an overview of the first major regulatory updates in more than two decades, the heart of which is a fundamental shift to treat opioid use disorder (OUD) as a chronic health issue, focusing on patient-centered care, grounded in shared decision-making between individuals and their health care providers.

This shift is embodied in several key changes that expand access to care, enhance the workforce encourage collaboration, and remove barriers to treatment, including allowing the use of telehealth for some aspects of care, reducing admission requirements, and incorporating flexibility for take-home medication.

These historic changes recognize the significant role OTPs play in the specialty behavioral health care system, help foster integration of behavioral and physical health services, strengthen the workforce, and promote recovery.

Missouri Maternal Health Action Network’s 3rd Annual Summit ‘Bridging the gaps: policy, advocacy, and prevention for maternal mental health and substance use disorders

On behalf of the Missouri Maternal Health Action Network, we invite you to attend the 3rd Annual Action Network Summit. The Summit will begin promptly at 9:00 a.m. Join us for a day filled with engaging panels, enlightening discussions, and exclusive networking opportunities. Register now to secure your spot and be part of this inspiring event! This year’s theme Bridging the Gaps: Policy, Advocacy, and Prevention for Maternal Mental Health and Substance Use Disorders will center on maternal mental health and substance use disorders, with a focus on policy change, advocacy, and prevention.

The Summit aims to highlight the voices of those with lived experiences, facilitate insightful discussion, share groundbreaking ideas, create networking opportunities, and foster cross-system collaboration to drive systems change and improve behavioral health outcomes for mothers, children, and families affected by perinatal substance use. The dress code for the event is comfortable and casual (shirts, jeans, T-shirts, etc.). Breakfast and lunch will be provided for Summit attendees.
