Our Mission

We are committed to developing a sustainable statewide infrastructure that coordinates, strengthens, and supports services that improve behavioral health outcomes for mothers, children and families affected by perinatal substance use.

Our Vision

Our vision is to open doors to a seamless network of coordinated services that will support and improve behavioral health outcomes for mothers, children and families affected by perinatal substance use and put them on a path of healthier living.

Our Structure

Three governing bodies inform and guide the Missouri Maternal Health Action Network. These include the Moms’ Advocacy Network, the Planning Committee, and the Steering Committee.

Missouri Maternal Health Action Network

The Action Network is comprised of key stakeholders and strategic partners such as service providers, organizations, and mothers with lived experience from across the state of Missouri. The Action Network works to develop action plans and recommendations to foster effective cross-system collaborations and address barriers preventing mothers affected by substance use from receiving needed services, aiming to improve behavioral health outcomes for mothers, children, and families affected by perinatal substance use.

The Moms’ Advocacy Network

A leadership and self-advocacy group made of mothers from across the state of Missouri who have been affected by substance use. Their collective voice, experiences, perspectives, and knowledge guide the direction of the Missouri Maternal Health Action Network.

The Planning Committee

Workgroup chairs working alongside the Mom Advocacy Leader who actively oversee specific long or short-term initiatives with the primary responsibility of advising core priority workgroups in developing strategic action plans and recommendations.

The Steering Committee

Comprised of system leaders and key stakeholders who help steer the overall direction of the Action Network toward system change. The Steering Committee provides system updates and assists in establishing intentional collaborations and strategic action plans.

Workgroups establish intentional collaborations and strategic action plans to address:

    1. Barriers affecting cross-system collaboration.
    2. Delivery of support services to mothers affected by substance use.
    3. Access and navigation of support services to mothers affected by substance use.

The Planning Committee is comprised of workgroup chairs working alongside the Mom Advocacy Leader and are responsible for identifying key points of interest to help guide the direction of the Action Network. The Planning Committee works to identify gaps and barriers preventing systems from providing and mothers affected by perinatal substance use from receiving needed services.

    Danielle Chiang, Ph. D,  and Bryce Starr, M.S., lead the overall work of the Missouri Maternal Health Action Network as employees of the University of Missouri-Kansas City’s Institute for Human Development. They collaborate with the Missouri Department of Health and Senior Services Title V supporting maternal and child health.
