FFY 2024 Annual Report
Action Network Strategic Action Plans and recommendations
Education Access and Quality
Aims to address critical gaps in the availability, awareness, and delivery of educational resources and support for individuals with lived experience, healthcare providers, community substance use providers, the legal system, and other key stakeholders.
FFY 2025: The group is developing comprehensive medication-assisted treatment (MAT) training for professionals in perinatal health, substance use disorder fields, family court, the judicial system, and individuals with lived experience.
Environment and Economic Circumstances
Aims to address barriers that impact mothers and families’ ability to access basic needs, supportive services, and opportunities for stability throughout the perinatal, postpartum, and recovery journeys.

Health Care Access and Quality
Aims to empower patients to actively participate in health-related decision-making, strengthen the provider–patient relationship, and ensure equitable access to support services and coordinated care during the perinatal and postpartum period, particularly for individuals experiencing substance use and mental or behavioral health challenges. The workgroup also prioritizes elevating the voices of lived experience by addressing barriers to timely, comprehensive, and equitable care across the continuum.
FFY 2025:The group is currently working to improve substance use disorder (SUD) screening for pregnant and postpartum women by developing a self-screening tool that connects mothers to needed resources and support, without fear of disclosure or seeking help.
Social Community Context
Aims to strengthen the community care and social support system by addressing gaps in engagement, connection, and peer support, enhancing system capacity and improving health outcomes for individuals and families.
FFY 2025: The group is currently developing a framework to strengthen the community care and social support infrastructure. This includes integrating and bridging doula care and peer support across community and clinical settings throughout the perinatal and postpartum periods, with an emphasis on social support, resource access, and parent education.
System Capacity and Legislative Policy
Aims to build responsive, equitable, and sustainable support systems for individuals and families affected by substance use through coordinated advocacy and policy development.
FFY 2025: The group is currently developing and preparing a statewide public service announcement (PSA) campaign to raise awareness of legal rights and available services for mothers and families affected by substance use and mental or behavioral health challenges. This effort includes creating tools and resources informed by lived experience to empower families to engage in health-related decision-making and navigate essential services and supports.
